  2. 2012 Stats • 122 new applications, up 58% from 2011 (77). • 118 approved at 96.7% efficiency • Over 450 vehicle combinations (411 PBS Final Approvals), up from 216 in 2011. • Of the total 1150 vehicles approved by PBS since 2007, 450 or 41% were approved in 2012. • In the last 6 months of 2012 over 280 vehicle combinations were approved. More than 2.5 safer and efficient PBS vehicles hit Australian roads every business day. • Received applications for and approved 7 new PBS Certifiers. • In Dec 2012, 54 vehicle combinations were approved

Application quality, common mistakes, etc. • Generally good quality • Technical summary • Brief intro to the design • Assumptions • Worst case scenario – including partial loading • Safety factor used • Anything the PRP needs to know – innovations, critical elements, too close to a minimum requirement, sensitivity studies • If a vehicle is too close to a performance requirement, critical elements to consider for the vehicle to remain compliant, impact on the performance and on-road if a vehicle fails to comply. • When payload heights are less than bin heights – in case of a breach, impact of vehicle’s performance against standards and also on road impact

Application quality, common mistakes, etc. • Drawings • Include vehicle’s CoG details in the drawings • Maximum axle group masses that can be permitted – cap GCM of GVM • Currency of assessor’s data with some support from applicants • Adherence to admin tasks requested by PRP • Applications should support innovation and bring the industry forward • Level 2b applications do not have access to Level 3 network unless they pass bridge formula. Assessors to note.

  5. Difficulties encountered with design variations • Amendments too close to each other or immediately after an application approval. • Set number of amendments for an application – 3. Why? Preservation of design • Can we be flexible with amendments? To what extent. • When to use amendment and when to use a variation?

Ways to ‘lubricate’ a PBS application to get it through the system more smoothly • Upfront discussions with jurisdictions and LCs • Industries to understand how PBS works and how long it takes to obtain access permits from jurisdictions – consider this when planning production. • Resolution of access – covered as part of R2 of NHVL; jurisdictions to declare access networks to PBS vehicles; vehicles can operate under notices. Jurisdictions to be open minded when considering expanding the network • Jurisdictions to be more open minded when reviewing innovations – approving innovative axle groups or trialling access to 2.6m wide vehicles
