Lessons Applied:Donor Coordination inPost-Conflict Sudan Norwegian Minister of International Development, Hilde F. Johnson
3 major challenges • The complexity of the peace agreement • The complexity of the country • The poverty levels
Presence on the ground:Joint offices • South: A joint office, and joint operations! • North: A joint office for those without representation in Khartoum?
The basis for donor support:The plans of the GOS/Northern and Southern govt.’s • Joint national PRSP/PES (Poverty Eradication Strategy) • Operational Action Plans for the South, for the North, and the Government of National Unity (hum/security/dev.ment) • Sector plans
Financial mechanisms:Multidonor Trust Funds • National Multidonor Trust Fund • Board of governance • Project Management Unit (ref. Implementing agencies) • MDTF for Southern Sudan; • Capacity Building Trust Fund for the South (UNICEF) and Trust Fund for the Interim Period for Northern Sudan (UNDP);
Financial mechanisms:Multidonor Trust Funds (cont’d) • ‘Soft windows’ for different sectors in the Trust Funds (no earmarking)? • Multi-year commitments from donors
Multidonor Trust Fund Donors $ $ $ $ Trust Fund $
Multidonor Trust Fund (cont’d) Donors $ $ € Trust Fund $ $
Donor Circus $ € Donors $ €
Multidonor Trust Fund (cont’d) Donors $ $ $ $ Trust Fund $
Mechanisms of donor coordination • The national and southern govt.'s must be in the driver’s seat:Chair of the donor-group • Sector-wide donor groups (Thematic Groups chaired by the relevant ministry)
Minister Multi 2 Bilat. 1 Bilat. 2 NGO 1 Sector Plan Multi 1 NGO 2 Bilat. 3 Bilat. 4 Sector coordination
Mechanisms of donor coordination (cont’d) • Lead-donor arrangements • Division of labour between donors:maximum rule of 3 sectors per donor? • Thresholds for donor-participation to sit at “the table” (either above X USD or above X fair of total USD-contribution)
Making it happen:Implementing agencies • Implementation partnerships with selected development agencies and companies (by the government’s project management unit) • Rules of procurement and tendering that are transparent and accountable (and preferably the same for external and domestic funds) • Implementing partnerships on services with multilateral agencies and NGOs - becoming “operators” for the Government (South)
Monitoring performance:Checking that it is happening • Establish indicators to monitor performance • A baseline survey • Mechanisms that can monitor implementation and track progress jointly • Part of the work of the Assessment and Evaluation Commission?
