Basic strategy for global annual coverage • Core data stream concept • provide data, at medium resolutions or finer, free-of-charge and openly shareable for GFOI purposes, consistent with being available in support of any country’s information requirements; • sustained and long-term capacity in coverage, processing and distribution which is consistent with the large (global) scale data requirements of the GFOI. • Landsat-7 & -8, Sentinel -1 & -2 series, CBERS-3 & -4, RCM, (SAOCOM-1 series)
Strategy assumptions(or how the world works) • For most countries, most of the time an optical satellite dataset will be the easiest and preferred option and a combination of Landsat-7,-8 and Sentinel-2 will be the dominant solution and has sufficient coverage/capacity • It is not an efficient use of resources or consistent with C-band SAR capabilities to request parallel global coverage. Instead focus on selected national wall-to-wall coverage of cloudy countries • Annual tropical L-band dataset from SAOCOM-1 would be a game changer and might become preferred option and avoid cloud persistence problems and excessive repeat acquisitions
Core Data Stream Roles • Landsat-7,-8 and Sentinel-2 from 2016 provide baseline coverage for all but cloudiest countries • CBERS-3, -4 significant regional role with stations in Brazil, China and central Africa. Support global coverage through lean years. Gap fill. • Sentinel-1A the first radar. Cloudy region focus – esp Africa? RCM interoperable with S-1A and similar focus. National datasets (where useable) would make a simple communication of need to ESA & CSA. • SAOCOM-1A has potential to contribute to several requirements – focus on tropical (cloudy) wall-to-wall annual coverage. • Hopeful to include AWiFS (RESOURCESAT-2) - discuss
Non-Core Data Stream Roles • RapidEye, SPOT, RADARSAT-2, ALOS-2, TerraSAR-X/TanDEM-X all have important capabilities • Relevant to national-level coverage and gap-filling as data supply allows. Element 2 will certainly feature these (eg Norwegian supply of RapidEye) • SPOT Congo Basin license should be factored in the annual implementation plans for relevant countries (inc 2013)

Phasing • Policy deadlines are few • GFOI IP calls for a 2015 operational date • SDCG proposing a phased approach to global coverage, given: • Availability of core data streams • Need to build GFOI capacity • Conservative 2016 global coverage (L-7,-8 and S-2A fully op.) • Technically possible sooner • So what do we actually mean by ‘coverage’ and how does this relate to Element 2 of the Strategy? • Priorities set by: relevance & readiness
Phasing • Phasing assumes a certain readiness and engagement using World Bank and REDD+ participation indicators • readiness to exploit satellite data for national policy outcomes is important • Should be confirmed with Steering Committee and relevant agencies • Some faith involved in the certainty that GFOI capabilities WILL be required. Phasing reflects priorities.
Phasing • What does the phasing actually mean? • What does it mean for the countries concerned and do we have a clear message to manage expectations? • How does it relate to Element 2 and the national engagement approach there?

Strategy maintenance & CEOS engagement • Global baseline strategy report V1 developed for SIT-28 endorsement • Structure emphasises annual implementation cycle to reflect CEOS meeting cycle – emphasis on the year ahead & endorsement by relevant supply agencies • Proposal is to update the report annually with results of past year and emphasis on the year ahead • Timed for the SIT meeting
SIT-28 outcomes requested • Endorsement of the overall global baseline strategy • Commitment from the data provider agencies for the 2013 implementation plan • Spell out proposed approach to Element 2 of the GFOI data strategy • Input on the SDCG and LSI terms of reference (per the Plenary action) • Report on possible 2013 Pilot Delivery Exercise
