Utility MATS Applicability Overview • 40 CFR Part 63, Subpart UUUUU – NESHAPs: Coal and Oil-fired EGUs • New and existing coal and oil-fired boilers (EGUs) that generate >25 MW for sale to grid • Subject if coal or oil is fired • > 10% of avg. annual HI for 3 consecutive years • > 15% of avg. annual HI for 1 year • If fuel includes any solid waste CISWI • Compliance date – April 16, 2015 [Existing EGU]
Regulated Parameters – Existing UnitsNon Low Rank or Low Rank Virgin Coal • Antimony • Arsenic • Beryllium • Cadmium • Chromium • Cobalt • Lead • Nickel • Selenium • Manganese • Mercury • Hydrogen Chloride (or sulfur dioxide)* • EGU Must Have FGD and CEMS for SO2 alternative ** If Liquid Oil Fired - Hydrogen Fluoride ** Filterable PM (fPM) Total non-HAP Metals or Individual HAP Metals
Testing/Monitoring Requirements • Conduct initial performance test to demonstrate compliance all pollutant emission limits and determine LEE qualification status • Conduct subsequent performance tests or use CEMS (or CPMS) to demonstrate LEE status • If not LEE qualified, depending on fuel and operation, install CEMS (or CPMS) for non-qualifying parameters or conduct quarterly performance tests • Can’t pursue LEE if: • Unit is New • If EGU has acid gas scrubber & main stack/bypass stack
T/M Requirements Non-LEE, Coal, Solid Oil-Derived EGU • Non-LEE for PM or non-Hg HAP Metals • Install PM CEMS or CPMS or perform fPM test quarterly • If using CPMS, establish site specific operating limit for chosen compliance parameter; use CPMS to demonstrate continuous compliance • Non-LEE for Hg • Install / operate continuous mercury CEMS or Sorbent Trap Sampler per UUUUU, Appendix A
T/M Requirements Non-LEE, Coal, Solid Oil-Derived EGU • Non-LEE for HCl • Conduct initial and quarterly stack test • Install/operate HCl CEMS or • Conduct quarterly HCl performance test or • Or if EGU equipped with wet or dry FGD, may install/operate SO2 CEMS and meet SO2 emission limit • If demonstrating compliance using SO2 CEMS, use 30 BOD data collected before initial compliance date. (Similar initial demonstration using Hg CEMS)
CEMS Requirements • For Hg – Part 63, App A • Initial certification; • Weekly, quarterly, annual QA tests • For HCl – Part 63, App B & Part 60, App B, PS15 • Initial certification; • Daily, quarterly, annual QA tests • For PM CEMS – Part 60, App B – PS11; App F – Procedure 2 • Initial certification; • Daily, quarterly, annual QA tests
PM CPMS Requirements • For PM CPMS – • Initial demonstration – 30 BOD average data • (Existing Units) Set operating limit using highest 1 hour CPMS average during fPM performance test • Re-test / re-assess operating limit annually (3 run fPM test) • Perform routine QA per site-specific QA Plan
LEE Qualification Option - General • Must be a coal-fired, liquid-fired or solid oil-derived fuel-fired EGU or IGCC EGU • Exceptions: • Cannot pursue Hg LEE if the unit is “New” • Cannot pursue LEE if unit is coal-fired, or solid oil-derived fuel-fired EGU or IGCC EGU with acid gas scrubber and main stack/bypass stack exhaust configuration
LEE Qualification Option - General (cont.) Must demonstrate compliance with qualifying LEE emission limits Collect test data to demonstrate compliance with applicable emission limits for HCl, fPM, total non-Hg HAP metals or individual non-Hg HAP metals (or for liquid oil-fired units, total HAP metals or individual HAP metals)
LEE Qualification Requirements • New EGU Qualification as LEE: • All pollutants except Hg must be <50% of applicable emission limits for all required testing for 3 consecutive years • Cannot qualify for Hg LEE • Existing EGU Qualification as an LEE: • All pollutants except Hg must be <50% of applicable emission limits for all required testing for 3 consecutive years • For Hg; • Ave. emissions <10% of applicable emission limit , OR • Hg mass emission PTE ≤ 29 lb/yr and in compliance with applicable Hg limit
LEE Compliance RequirementsInitial Demonstration • Meet general performance testing requirements specified in §63.7(d), (e), (f), and (h). • For all parameters except Hg: Meet testing requirements in §63.10007 – Test Methods and Other Procedures • Via Qtrly Testing or CEMS/CPMS • Must have a site specific test plan • Follow special instructions in 63.1005 (d) and (h) for performance testing when using CEMS or qtrly tests / sorbent traps
LEE Compliance RequirementsInitial Demonstration (continued) • Performance Test For Hg: conduct “30-boiler operating day” test using Method 30B • Can demonstrate on lb/Tbtu or lb/GWh Table 2 emission limit • Perform three equal length tests over the period • Pair of 30B traps can sample up to 10 days • Sampling must be continuous except when exchanging traps or performing required QA • Depending on choice of lb/Tbtu or lb/GWh, also measure • Diluent gas (CO2 or O2) • Stack gas flow rate • Stack gas moisture content • Hourly electrical load • For diluent, flowrate and moisture: if CEMS, record hourly data; if reference method, perform 1 run per BOD
LEE Compliance RequirementsInitial Demonstration (continued) • If a group of affected units vent to a common stack: • Assess LEE individually for each unit, i.e., conduct performance test on each unit in duct prior to common stack Or • Conduct single performance testing in common stack • For unit with a multiple stack or duct configuration and emission controls upstream of multiple stacks or ducts: • Conduct performance test on each stack or duct
Subsequent Demonstration RequirementsLEE Qualified for PM & Non-Hg HAP Metals • For units using PM CPMS to monitor compliance, conduct all applicable tests at least once per year • For all parameters, except Hg, conduct performancetest once every 3 years • For Hg, conduct performance test once per year, e.g., the 30 BOD test
LEE QualificationPerformance Test Methods and Other Procedures • Meet NESHAP general requirements (§ 63.7(d), (e), (f), and (h)) • Need site-specific test plan for any performance test • If using CEMS to meet 30 BOD rolling ave limit, collect unit operating data per applicable work practice standards in §63.10011(g) and Table 3. • Note references for startup, shutdown and operations records and reports – details in §63.10011(g), §63.10021(h) and (i), 63.10031 and §63.10032) • If using performance testing to comply, or if setting PM CEMS operating limit, test at 90 – 110% of design capacity or representative of normal operations
LEE QualificationDetermining Compliance • Use CEMS or CPMS or performance test result • If test result below method defined detection limit, use MDL • For limits in lb/MWh or lb/GWh, calculate pollutant mass emission rate (lb/h) • If Hg CEMS or sorbent trap data are used, calculate emission rate using Subpart UUUUU, Appendix A, equation A-2 or A-3, as appropriate • For all other parameters, use eq. A-2 or A-3 but replace K as specified in 63.10007(e)(3) • If limits in lb/MMBtu or lb/Tbtu, then use F-factors in Method 19. • If no F-factor for parameter in Method 19, then use Part 75 appendix section 3.3.6 or procedures in Part 75 appendix section 3.3.6.
LEE QualificationWhat If LEE Unit Doesn’t Subsequently Re-qualify? • LEE Status is lost and • Except for Hg, conduct quarterly performance tests unless unit runs <168 hours in calendar quarter. • If units operate less than 168 hours in a given quarter, can skip testing for that quarter but testing must be performed at least once per year • For Hg, must install Hg CEMS or Sorbent Trap Monitoring System. • Quarterly testing required until Hg CMS is installed, certified and operating(can skip testing if unit operates <168 hours in a quarter) • Can re-qualify as LEE after performance testing for 3 years demonstrates compliance with standard(s).
If PM LEE Qualified Unit Doesn’t MeetLimits in Subsequent Tests • If performance test for PM or individual or total HAP metals LEE shows emissions >50% of limit, and if reapplying for LEE, • Conduct quarterly emissions tests for filterable PM and individual or total HAP metals for 3 yr period • May skip testing if unit runs less than 168 hrs per quarter • Conduct when it does run >168 hrs in a quarter and • Must test at least once per year
If HClLEE Qualified Unit Doesn’t MeetLimits in Subsequent Tests • For units fired with solid oil-derived fuels and coal-fired EGUs and IGCC EGUs, If performance test on HCl LEE shows emissions >50% of limit, and if reapplying for LEE • Units that don’t use HCl CEMS or alternative SO2 CEMS conduct quarterly emission tests (exceptions/special conditions for units operating <168 hrs per quarter) • For above units that use HCl or alternative SO2 CEMS, collect unit operating data per UUUUU § 63.10011(g) and Table 3
T/M Compliance Strategy Considerations • Initial Compliance • Know your unit: pre-compliance test? • Quality testing • Continuous compliance • Cost of quarterly testing vs. CEMS install/ operation/maintenance costs • Reliability of CEMS • PM CEMS vs. CPMS • Availability of stack testing resources (3 yr LEE qualification) • Quality of stack testing resources (AETB, QSTI)
Summary Rule requires complicated strategy assessment UUUUU requires significant testing and monitoring Qualifying as LEE can reduce long-term CEMS and testing burden However, qualifying requires testing, testing, testing; Pay attention, failures require do over or CEMS install! Once LEE status is attained, pay attention; Recertifying effort as great as for qualifying
