Charnwood Community Safety Partnership • This Community Safety Plan defines the priorities for and directs the action of Charnwood Community Safety Partnership (the Crime and Disorder Reduction Partnership for the Borough) for the next three years with regard to crime, disorder and other aspects of safety for our communities.
Charnwood Community Safety Partnership Our Partnership Vision is: ‘to contribute to a high quality of life for all, across both urban and rural communities by facilitating an environment where people feel secure and live without the threat or fear of crime and disorder.’
The Community Safety Plan 2011/2014 Using the Charnwood Strategic Assessment 2010 and related data the Partnership will be seeking to: • Reduce Acquisitive and Violent Crime • Reduce Anti Social Behaviour • Reduce Reoffending our overarching aim: Improve Community Confidence.
Partnership Achievements 2010/2011 Serious Acquisitive Crime Target reduction = 5% Charnwood year to date % change = -4.8% Domestic Burglary Target reduction = 10% Charnwood year to date % change = 4.5% Theft From Motor Vehicle Target reduction = 6% Charnwood year to date % change = -10.8% Source: Leicestershire Police, 1st April 2009 to 29th March 2010

Christmas Purse Theft Campaign Targeting over 60’s with free purse alarms and fire safety advice In the town centre with the fire services and the local beat team 1500 purse alarms given out Partnership Case Study
Partnership Case Study Charnwood Sanctuary Scheme • To provided increased security and fire safety to victims of Domestic Abuse that are receiving IDVA or outreach support across all tenures. • Over the last 12 months the scheme has received 40 referrals and 36 were accepted on to the scheme
Partnership Case Study Charnwood Twenty Twenty • Is a mentoring project for young people has now gone county wide. Futures Unlocked • Is a mentoring project for ex offenders and starts the mentoring in prison, through the gate and in the community

Health & Wellbeing Partnership • Members have been involved in ensuring that Charnwood has representation on relevant groups and consultations • Partnership has reviewed its role and membership and identified key areas of focus
Health & Wellbeing Partnership Case Study – Parents for Life Project • 8 week diet, nutrition and physical activity project for parents and their children aged 0-4. • Parents take part in practical workshops on topics including, eating a balanced diet, portion sizes, food labelling, preparing healthy snacks and understanding the importance of play • Review meetings are set after 4 weeks and 10 weeks to monitor the parents continued progress on their positive lifestyle changes Results • The project has successfully been delivered across Thurmaston, Anstey and Loughborough. • To date 24 referrals have been received onto the project
Health & Wellbeing Partnership Case Study - LEAP Adult Weight Management Programme • A weight management programme with healthy eating and physical activity delivered in partnership by CBC and Leicestershire Nutrition& Dietetic Services. • Each week there is a healthy eating topic to focus on and some group exercise. There are also weekly weigh-ins once the 12 week course finishes. Results • 19 Adults successfully completed Programme losing on average 4kg in weight levels of PA have increased from on average 28 minutes per week to 1hr 48 minutes per week and a 9% reduction in systolic and 7% reduction in diastolic blood pressure readings in 12 weeks of LEAP.

Partnership for Children and Families Aims of the Partnership • To deliver the statutory Children’s Centre Core Purpose and Integrated Youth Support Services through the co-ordination of partnership planning and service delivery. • To develop initiatives to support the well being of children and young people between the ages of 0-19 and their families.
Partnership for Children and Families Children’s Centres - Financial Performance • Delegated LCC programme funded through the government Early Intervention Grant • Governed by multi-agency Locality Partnership Group – the Charnwood Partnership for Children and Families • Commissioning budget 2011/12 - £840,000, • Final expenditure 2011/12 - £846,902 includes services from the voluntary sector, health, CBC, LCC and further education. • 2012/13 budget - £694,900
Partnership for Children and Families Children's Centre Achievements • Improved engagement with families – particularly those in vulnerable circumstances. • Better outcomes for local families including improved parenting capacity, increased financial capability, healthier lifestyles • Improved Ofsted ratings - from inadequate to satisfactory. • Stronger and more streamlined intelligence based commissioning arrangements. • Consolidated Family Outreach Worker team. • Stronger financial and performance management
Partnership for Children and Families Children's Centre Case Studies – Early Start The Early Start project provides support to vulnerable (prospective) first time parents from 16 week gestation Background • The family described as a complex family, with difficulties managing their emotions, health, mental wellbeing and home conditions. • As a result of the mental health and learning difficulties parents find it hard to prioritise their baby’s needs. Impact • Mum has continued to exclusively breast feed for 6 weeks, bonding well. • Early Start Team have offered practical support skills to parents including feeding, bathing, budgeting, safety, mental health and childhood illness, resulting in increased parental capacity. Agencies involved – Early Start , Health Visiting Team, Children’s Centre Family Outreach and Social Care Parental Feedback “Thank you for all your help, you are a good support as I find being a mum harder than I thought it would be. When are you coming again?”
Partnership for Children and Families Children's Centre Case Studies – The Bridge Background • Young Parent, living with mum and step dad, was referred by Health Visitor • Young parent had a lot of conflict with Mum as a result of her alcohol issues • Client wanted to leave household as soon as possible • As a result of multi agency working – the Bridge advisor made a safeguarding referral due to concerns of baby’s and client safety. Impact • In view of the safeguarding issues she was entitled to make a declaration of homelessness to the Borough Council. • The advisor continued to liaise with the council and the health visiting team. • The client has benefitted from having her housing register application registered quickly • The Health Visiting Team confirmed that they were still working with the family, and that the home situation was much improved. Agencies involved – The Bridge, Health Visiting Team, Charnwood Borough Council, Children’s Centre Family Outreach and Social Care

Partnership for Children and Families 2011-12 Achievements 5-19 Action Group • 5-19 front line workers network - excellent buy in and involvement in strategic decision making • NEET (not in education, employment or training) Aversion Group addressing youth unemployment • Co-ordination of services to support teenage parents • Development of integration of statistical data into tactical responses • Supporting sector to understand impact of i.e. Government policy, changes to countywide safeguarding processes
Partnership for Children and Families Positive Activities for Young People Expenditure 2011-12 £45,000 spent on 21 projects including: • Activities for young people with special needs • Sports programmes and arts activities • Mentoring to reduce ASB • Sessions to raise esteem and attainment • Behaviour management • Youth clubs and evening activities
Partnership for Children and Families Case study: Voice of young people runs through 5-19’s strategy. • Charnwood Youth Council is fully embedded within the governance of PAYP – having an equal say on decision making about financial allocations. • 15 CYC members are also trained as ‘Young Inspectors’, giving them a vital role in monitoring projects. • Inspection feedback has enabled adult members of the 5-19 Action Group to support and improve community led projects. • Four Youth Councillors are trained ‘Young Interviewers’ and have advised on the appointment of key appointments in the Borough.
Partnership for Children and Families Case study: Voice of young people runs through 5-19’s strategy • Youth Councillors have also been supported, by CBC and the Youth Service, to facilitate events in which they involve other young people in priority setting and evaluating services. • The Big Charnwood Youth Conference 2 involved 120 young people and adults from across the Borough. • The Big Monster Ball was a Halloween themed event where young people with special needs were invited to feed back on their experiences of using leisure facilities.
Where We Want To BeAims for 2012/2013 • Move forward with the full implementation of the Children Centre’s core purpose to ensure vulnerable families receive the right support at the right time • Work toward engagement of other vulnerable groups including working with fathers and families with disabilities • Implementation of a Performance Management System
Where We Want To BeAims for 2012/2013 • Increase opportunities for the voice of young people • To further improve the effectiveness of advertising of services and activities for young people • To further integrate work of agencies that engage with NEET young people and those that provide Foundation Learning opportunities to co-ordinate a structured response within Charnwood to the issue of NEET and progression • Increase support and shared learning opportunities for agencies working with 5-19 year olds in Charnwood

People, Places & Environment Partnership • Key areas of focus for the work of this Partnership are the Multi-agency approach to Neighbourhood Management in Priority Neighbourhoods and support in other areas identified by need. • The Partnership delivers through Neighbourhood Action Teams and it’s Environmental Action Team • Commitment to deliver and support • Neighbourhood Walks • Community Led Events • Area Forums • Environmental Activities
People, Places & Environment Partnership Case Study – Shelthorpe Youth Activity • To provide youth provision for 7-11 year olds in Shelthorpe and improve engagement, behaviour and positive attitudes • Multi-agency meeting was held to explore options. • Pilot scheme agreed to provide youth activities for 2 evenings a week up to the Summer half-term. • PACE now run a project called Shine which is drama and singing focused ending in a showcase • Youth Club which offers Sport focused activities and art and craft activities. • Results • average 20 children per session • Improvements have already been seen particularly in behaviour and respect for others.
People, Places & Environment Partnership Case Study - Peter Smith, Volunteer Gardener • Peter Smith lives on Chapman Street and is a keen gardener. He volunteers his time to help Chapman Street Gardening Association transform the estate into a beautiful area where residents can be proud to live. • Peter has extended his voluntary generosity by helping Marios Tinenti Centre with their Loughborough in Bloom entry. They planted Tulips from Queens Park flower beds which would normally to recycled. • The aim is to extend the flowerbedsaround the estate in time for the Judging of in Your Neighbourhood part of Loughborough In Bloom.
People, Places & Environment Partnership Environmental Focused Activities • Establishment of Transition Loughborough – a group set on helping Loughborough ‘transition’ to a locally sustained, eco-friendly economy - 2011 • Leicestershire Knowledge Transfer Project on communities cutting carbon • Award winning Don’t Muck Around Campaign to reduce fly-tipping, dog fouling & car litter • Flood Wardens scheme continues to work well in conjunction with parish councils and the Leicestershire resilience forum • Loughborough Solar Panel Scheme set up by community members • Green Fox Energy Cooperative was established aiming to use community buildings to generate renewable energy • Loughborough Green & Ethical Market & Fairtrade Fayre • Winter Energy Saving project by Burton Parish Council
