1. GEOSPATIAL DEVELOPMENT IN THE STATE OF UTTAR PRADESH By

2. Introduction
1. Centralized plans adopted so far were not meeting the basic needs and aspirations of the people.
2. Implementation of 73rd & 74th Constitutional Amendments in 1992, need of integrated district plans, town plans, block plans and village panchayat plans were felt.
3. Uttar Pradesh is larger than many countries and the social/cultural heterogeneity in population needs no emphasis for decentralized planning in U.P.
4. Sankhyikiya Patrika Database is available in digital form for the last 15 years from 1995- 2009 and being updated annually through the portal http://updes.up.nic.in.
5. On the initiative of Planning Commission, GoI, NIC has set-up Central & State Spatial Data Infrastructure (SDI) and developed a National Spatial DataBase (NSDB) to provide hierarchical spatial database & application services over supporting spatial data infrastructure at district, state & national level during the 10th Five Year Plan.

6. State GIS server has been set-up at Lucknow State Data Centre of NIC along with softwares like ArcInfo, ArcSDE and ArcIMS for development of Web-GIS applications.
7. Integration of spatial and aspatial data available from multiple sources, on single platform demands use of interoperable data standards and specifications for content, accuracy, quality and exchange for planning purpose using Open GIS specifications around NSDI Framework.
8. State Planning Department in collaboration with NIC is implementing a GIS project of Rs. 5 crore on a decentralized manner at the grassroots level.
9. Deliverables of ESD-GIS Project are: Development of GIS infrastructure, Thematic maps, GIS based MIS, State GIS portal, Multi-layered GIS, Human resource and Digital base map updation etc.

5. Scope of Geospatial Development The policy framework provided by IT Task Force of India to emerge as Global Info-tech Superpower in this millennium emphasizes the availability of spatial data to GIS user community, industry and provide a direction for the liberalization.
With the evolution of this framework, it is now possible to have LLDB and Spatial Decision-Support Information Systems Network with distributed Network-Centric Web-Enabled GIS Applications.
Data remains scattered across many sectoral organizations and departments, which is a major hindrance in planning, hence a centralized SSDB is required.
A SSDB built with GIS help to overcome this type of problems and also cut-off considerable economic pressures generated during data compilation and re-compilation.

SSDB would be like a repository of all data generated along with all ancillary data to get a complete and unbiased picture of the problem.
Web-based Multi-Layered GIS based on SSDB will be developed which will be helpful in decision making process.
The ESD-GIS project will provide a cost effective GIS framework to the user which will help in showing different kinds of indicators available in the districts, blocks, village Panchayats and villages on the maps through Internet.
Mapping of infrastructural facilities available in each village of Mau district can be done which will play an important role in locating infrastructural facilities, gap analysis and planning of rural areas for sustainable development
The addition of aspatial data for each sector mapped onto a geographical area also gives enormous scope for thematic maps/utility maps on various parameters for different sectors.

1. First time in the year 2003 Bilingual State Atlas (inter districts & inter states) was prepared using GIS tools
2. Atlas for the years 2003-07 are available in book forms as well as on the web (http://planning.up.nic.in).
3. It has 3 parts as:
Part-I : Maps and charts showing inter-state position of important indicators.
Part - II : Indicator wise ranking of the regions according to the level of development and
Part - III: Maps and Charts showing the classification of the districts on the basis of indicators of development.

Lucknow District Planning Atlas (inter blocks & inter districts) has been prepared on pilot basis using GIS tools for the year 2006 at the first time in the book form as well as available on the web (http://planning.up.nic.in).
It is being replicated in all the 71 districts for the year 2009.

Nodal Statistical Agency in U. P. is Economics & Statistics Division of Planning Department, GoUP.
Director, Economics Intelligence & Statistics of Economics & Statistics Division guides, supervises and controls all the functionaries working at the block level
There are offices of Divisional Deputy Director, Economics & Statistics in every division, Economics and Statistics Officer in every district and Additional Development Officer (Statistics) in every block of the state.
