Commission State of Play • SHOs Survey : ongoing analysis of responses (April/June) • MS Baseline study : Kick-off 16 April • European Semester: country visits/fact finding missions, analysis NRP 2012/2013 (ongoing, NRPs being delivered) • ERAWatch Country Mapping– draft May/ final August • ERAC and ERA-related groups input (June/July, October) • Expert Group to support implementation – Kick off 18 April • Other documents already available (e.g. SHE figures, OECD,..)
ERA survey • Objective: on the basis of self-declaration, identify the implementation of ERA actions Research funding organisations Research performing organisations in Member States and Associated Countries were contacted
Preliminary results • 3433+ answers, allcountriesrepresented • Cleaning and checking of profile of all organisations on-goingtoidentifytargetedpopulation (public, autonomous organisations which do research) on-going • ResearchFunding Organisations • Awareness of ERA in 2/3 of therespondents • Butonly 1/3 of RFOsseemtopromote ERA • ResearchPerformingOrganisations • Around 10% of Universities in each country answeredthesurvey
Nextsteps on the Survey • Estimation of the value of the indicators based on the survey: on-going • Analysis of results: May-June • Dataset to be transferred to Research and Innovation Observatory for next year's survey
Interaction with ERAC (I) • "Commission to prepare, in close interaction with ERAC, a first annual ERA progress report by the end of 2013". • Three ways of interaction: • Via ERAC plenary (meetings in April, June, October) • Via ERAC ad hoc working group European Semester/ERA Monitoring (first meeting 12 June, second 27 June, subject to approval work programme) • Via ERAC working with ERA related groups (next agenda item)
Interaction with ERA related groups – possible input • Foster implementation of the ERA actions • Identify most relevant information • Contribute to • Progress report • Assessment of barriers identified by stakeholders • Improving future monitoring • Validation of national best practices • Make strategic recommendations (e.g. towards achieving ERA in general, new trends)
Interaction with ERAC - plenary • General aspects of the EMM/Progress Report (today, June meeting) • ERAC could take ownership of the first ERA key priority "Effectiveness of national research systems" / competitive funding – builing on the Mutual Learning Seminar on R&I Policy • ERAC could possibly also take into account relevant outcomes of the ad hoc WG on Cross Border Cooperation between RPOs
Expert group to support implementation of the ERA Communication • On the basis of collected information, additional assessment, prioritisation and targeted support to MS on specific actions will be needed • The Expert Group will support the Commission in: • Defining guidelines and best practices on operational steps to achieve the MS´ ERA actions as proposed in the ERA Communication • Identifying best practices at national level • Advising on how to support MS in implementing the ERA actions
Member States baselinestudy • Data collection/compilation on current Member States' strategies/initiatives (actions under MS responsibilities in the ERA Communication) • Based on available material (desk research, no additional survey/interviews) • Advice on the relevance and feasibility of the proposed indicators • Identification of data gaps (by end June) • Analysis of situation in MS (final draft end of August)
ERA Progress Report: what content and format? • Two documents • Policy communication (adopted by College) : politicalassessment of progress to fosterpoliticalsteering of ERA • ERA progressfacts & figures : • presentfactual information on state of play by 2011 (detailed in Annex) • comparisonwithactions announced by MS from 2012 on • progresswillbepresented for both the ERA priorities(incl first indications on SHOs state of play and progress) as well as progress at national level
ERA Progress Report: contacts with individual countries • Commission will systematically seek validation of the synthesis of the ERA data • MS individually approached between end May and mid-June (where appropriate, Associated Countries concerned), via responsible ministries • In a limited number of cases, e.g. in the case of lacking data etc., bilateral technical meetings may be scheduled in Brussels and/or the capitals
