  6. Nanjing is a historical and cultural city with established fame both at home and abroad, and it is also an open metropolis with a vigorous economy. As for its characteristics, there are seven points: I. Excellent Environment of Nanjing

  7. 1. Nanjing is an ancient city with rich cultural heritage.

  8. 2. Nanjing is a modern city with rather strong comprehensive strength and good prospects of development.

  9. 3. Nanjing boasts great advantages in science and education.

  10. 4. Nanjing is a central city with obvious geographical advantages.

  11. 5. Nanjing is a safe city with high legal awareness.

  12. 6. Nanjing is an excllent city for habitation with a fine living environment.

  13. 7. Nanjing is an open city for new ideas.

  14. II. The Service Environment of Nanjing The Nanjing municipal government attaches great importance to the introduction of R&D institutions and provides special services in the following five aspects such as the talent attraction and land use:

  15. 1. Simplify the procedures of instauration. It only takes 3 working days to go through the registration formalities for the establishment of a R&D institution. No administrative fees are charged for the registration of R&D institutions.

  16. 2. Give priority to the land use for R & D institutions. Land use applications for R&D institutions will be given privileged consideration in accordance with the law, and the same favorable policy is granted for project approval, planning, registration and construction.

  17. 3. Give priority to project approval. Ratification would be issued quickly to those R&D institutions meeting the standards of the high and new technology enterprises; give privileged considerations to science and technology projects, and provide financial support.

  18. 4. Facilitate personnel recruitment. R&D institutions can enjoy all the favorable policies in recruiting professionals, managerial staff and overseas Chinese students with a BA or BS degree or above.

  19. 5. Offer favorable taxation policies. Newly established R&D institutions with an annual ratal of over 5,000,000 RMB yuan, while enjoying relevant favorable policies, can also enjoy exemption from five taxation items and reduction in five items from the year of payoff.

  20. III. The R&D fields of Nanjing

  21. Nanjing’s electronic information industry has maintained its momentum of fast development, with new types of indicators, communications equipment, software and system integration as the key aspects. 1. Electronic information.

  22. Nanjing’s software industry has developed very fast, enjoying a leading market status in terms of software used in power supply, communications, manufacturing, transportation and financing.

  23. Nanjing’s biomedical industry is made up of more than 200 enterprises of various kinds, which are located in three places, i.e., Nanjing High & New Technology Industry Development Zone, Nanjing Economic & Technological Development Zone and Pukou Economic Development Zone. 2. Biomedicine.

  24. Nanjing’s automobile industry is developing rapidly and the industrial groups of cars and light trucks are in the formation. 3. Automobile and auto parts.

  25. Nanjing’s petrochemical and chemical industry has holds a leading position in China, the city is a chemical base with the integration of oil refining, chemical industry and chemical fiber. 4. Chemical engineering products.

  26. Nanjing’s R&D carriers provide good environment, favorable investment policies and a complete set of services, which altogether make them ideal destinations for investment.
