InfraCo Rationale • Initiative Launched by PIDG in 2002 to Address the following: • The high upfront costs and risks involved in early stage business development had deterred many infrastructure developers from projects in emerging markets. • The reluctance of private sector developers to become involved has transferred the early stage development burden back to governments. • Government efforts to attract private sector infrastructure developers into developing countries have been unsuccessful.
