9.OVERALL ASSESSMENT • - Mekong Delta's GDP growth in 2018 reached an impressive level of 7.8%, the highest in the last 4 years ( higher than the national average of 7.08% ). • - The region's export turnover for the first time reached 15.7 billion USD. Tourism continued to grow, in 2018, welcomed more than 40 million visitors, including about 3.5 million international visitors. • - Economic structural transformation by sector, by sub-region has achieved some positive results.
9.OVERALL ASSESSMENT (CONT.) Social security is concerned, jobs are improved, people's livelihoods are gradually transformed towards sustainability. Infrastructure is interested in investing, building, strengthening inter-regional connections, especially roads, waterways and over-flooded residential routes. The rural area is prospering, there are many innovations, by the end of June 2019, the whole region has 528 communes meeting new rural standards (reaching 41.06%), averaging 15.43 criteria / commune ( The national average is 15.26 criteria / commune).
9.OVERALL ASSESSMENT (CONT.) - Cultural works, historical relics, intangible cultural values are focused on conservation, renovation and development. - In 2018, the Mekong Delta region welcomed more than 40 million visitors, including about 3.5 million international visitors. Some craft villages in the region are expected to become tourist attractions
RESTRICTIONS, CAUSES AND CHALLENGES
PROPOSALS AND RECOMMENDATIONS In order to promote the implementation of the Resolution, the urgent issue is to soon study the formation of suitable institutions for the Mekong Delta (Plain High Commission model as in the Netherlands) with clear functions and tasks; have enough authority to represent the Mekong Delta, select international scientific and advisory consultants to determine the priority of development and propose specific mechanisms and policies, identify priority objectives , as well as developing investment projects for inter-regional benefits; identify the source of capital to implement programs and projects to create the transition, solve the basic of transport infrastructure and irrigation for the Mekong Delta. It is necessary to identify multi-purpose infrastructure development as a prerequisite for transforming into 3 eco-economic regions.
