  2. 1. There are many examples of good-performing utilities in Asia, be it public or private 2. Many good-performing public utilities go about doing their job quietly and efficiently • Vietnam (Haiphong, Hue) • Philippines (water districts outside Manila) • Hong Kong (HK Water Supply Dept) • Taiwan (Taipei Water Dept, Taiwan Water Corporation)

  3. 3. Private operators carry with them higher profiles, but many have led to improved service deliveries to the areas they serve • Philippines (Manila Water, Maynilad) • Malaysia (Ranhill, Puncak Niaga, IWK) • Macao (Macao Water)

  4. 4. Key is to understand what are the factors for success or failures, and adapt and tailor to every unique local conditions • personal leadership • role of government (federal, state, municipal) • stakeholder involvement • communications • pricing and cost recovery • many others….

  5. 5. To allow water utilities to help each other, Water Operators Partnerships have taken off in a big way in Asia WaterLinks – a Asia-wide regional partnership network to coordinate, develop and implement water operator twinning partnerships, capacity building and knowledge dissemination www.waterlinks.org
