  2. Goal: To secure your country through alliances and treaties Prior to 1918, alliances between countries were done in secret. This is the only real rule. Whatever treaties and alliances you write up make sure that they are done in secret. Each country should be willing to give a little to get what is best for their country. You can make more then one alliance, but keep in mind how the other country will react if the alliance is found out. Each country card has strengths, weaknesses and family/ethnic ties
