National Child Measurement ProgrammeWest Midlands’ Workshop22nd November 2011 David Elliott Public Health Manager DHWM
A quick resume… • Tackling obesity is a government priority • NCMP a mandatory responsibility of local government from 2013 • Forthcoming Public Health Outcomes Framework – obesity • Seven years of reliable data on overweight and obesity in children
TCRU: NCMP Rapid Review (April 2011) Future opportunities for NCMP under LA leadership identified were: • Engagement with councillors, local communities through HWBBs • Inclusion in LA JSNA and HWB Strategy • DPH Annual Report focus • Ring fenced public health budget – potential for training/increasing capacity of staff
TCRU: NCMP Rapid Review (2) • NCMP data provides local evidence on impact and value • Need to identify NCMP Champion in each local authority • Local HealthWatch – can feed in views • Potentially easier engagement with schools
TCRU: NCMP Rapid Review (3) BUT…as part of handover: • IT systems issues for data transmission and warehousing? • Data sharing between LA and NHS? (NHS IC has lead on these issues) AND…my own insight: • Change4Life levels of support to NCMP? – see Three Year Plan
Handover of NCMP Functions to LAs The NCMP guidance for 2012/13 is still to be developed by DH… SO…. Use a SWOT analysis approach to think through your local NCMP issues for this handover and to help inform the development of future guidance (30 mins)
