3. Gas fired power station project proceeding
– Project approved by Minister in 2003 (Ministerial No. 625), reconfirmed by EPA to be managed under Works Approval
Stage 1 - 120MW open (simple) cycle gas turbine operating less than 1000hrs per year as a peaking plant
Stage 2 - transition to 160MW combined cycle gas turbine running base-load
New Generating Capacity
4. Location 250m from Western Power’s Mason Road substation
Adjacent to the Dampier to Bunbury Natural Gas Pipeline compressor station No.10
Close to the Parmelia gas pipeline
1.1km from the Water Corporation’s Kwinana Wastewater Recycling Facility
5. Fast Start Dual Fuel GT Plant Fast starting to support renewables
Two Pratt & Whitney “Swift-Pac” FT8-3 aero-derivative gas turbine packages
Gas turbines based on the JT8-D jet engines - 11,000 engines in service worldwide
Dual fuel capability
Diesel only used in supply emergencies
< 100 hrs/yr on ultra low sulphur (< 10ppm) diesel
7. Key Benefits of the Project Support /Complement Renewable Energy plant – during peak and shoulder demands.
Increased reliability & improved security of electricity supply.
Assist in avoiding shortfalls in electricity supply during periods of peak demand.
Chosen gas turbine plant has low environmental impact.
8. Other Benefits When markets allow the plant can be converted to combined cycle operation
Project is located near its main customers – reducing line losses and resultant greenhouse gas benefits.
Appropriate use of the State’s premier heavy industrial location, Kwinana.
Capital investment of up to $98 million in the Kwinana region.
Employment of up to 80 people during the construction phase.
Permanent employment of up to five people for the operating power station and contingent management workforce.
9. Air Quality NOX and SO2 emissions when operating on either gas or liquid fuel will fall within the National Environmental Protection (Ambient Air Quality) Measure requirements
Water injection will be used to control NOX
Ultra low sulphur (8-10ppm) diesel will be the only liquid fuel used
10. Greenhouse Gas Emission Comparisons
11. Noise Emissions Power station will operate within statutory limits
Closest residential dwellings are in Medina and Hope Valley - 2.5km away
Under worst downwind propagation the noise level at the nearest dwellings will not exceed the 30dBA limit
To achieve this some minor turbine exhaust attenuation will be required compared with the manufacturer’s standard offer
