Response Support Corp (RSC) • In FY06, we successfully deployed RSC staff to Texas and Louisiana, to support the hurricane response. We deployed 76 RSC staff to Texas and Louisiana, in a variety of field positions and to the incident management team (IMT), out of a total active membership of 97 people. Thirty one of the RSC members were from outside the Superfund Division. • In FY07, we will continue our RSC development with more drills and exercises . We will form special teams within the RSC to address issues such as drinking water system evaluation, data management and situational awareness reporting. We will also refine our RSC procedures by developing pre-deployment packages for all RSC members.
National Response Plan (NRP) Implementation & Exercises • In FY06, the Region participated in the first major NRP activation as part of the Agency’s response to Hurricanes Katrina and Rita. • In FY07, the Region has already led a Preparedness for Response Exercise Program (PREP) exercise at the Valero Refinery in the Bay Area. The Region also participated in Golden Guardian, a California led exercise that simulated the 1906 earthquake in the Bay Area. We will also participate in Vigilant Shield, a Department of Defense exercise at Davis/Montham AFB in Tucson that will includes the release of weapons grade nuclear material. In October, we conducted Incident Management for Executives training for regional senior staff. In January 2007 as part of an NRP predeployment, the ERS will stage personnel in Phoenix at the site of the Superbowl. October 2007, the region will participate in TOPOFF 4.
U.S./Mexico Border Program • Six sister city pairs covered by three binational task forces. • Arizona/Sonora Task Force and the Tohono O’dham Nation Council; • San Diego/Tijuana Task Force and the Good Neighbor Environmental Board; • Imperial County/ Mexicali Task Force and over 50 border Industries . • Baja California Emergency Management Institute steering committee with9 Binational Border Stakeholders. • Nogales AZ and Nogales Sonora sister city plan was exercised this year as was the San Diego/Tijuana plan via phone notification drills.
