Sometimes a place will have multiple ecological functions. Identifying what you know and don't know about your jurisdiction's shorelines is part of the characterization process.

To most effectively achieve this balance between use and protection, we must recognize that the observable features of the shoreline, both physical and biological, are the consequence of underlying ecosystem processes. These processes occur both at the local shoreline as well in further removed areas of the larger landscape. Interruption of these ecosystem processes, either local or distant, from various shoreline uses, may have an impact on the observable shoreline features and the habitat they create. The intent of the rule is to encourage an ecosystem perspective that acknowledges and responds to these connections.
