KABBP SURVEY (Knowledge, Attitude, Behaviour, Belief &Practices) • Lack of Awareness/Information 99 percent voters were not familiar with the NOTA option in EVM, where the more than 90 percent voters were have not learned about the NVD activities in their area. 60 percent voter were said that they had not received any IEC related to Voter education from election offices of district or state.

KABBP SURVEY • Faced Difficulties in Polling Booth 70 percent voters said that they faced difficulties of drinking water, toilet and ramp facilities in polling booth, during the last last election. 15 percent voters said that there were no separate que for senior citizen and 5 percent voters said that, they felt that there was no guidance given by polling personnel. 60 percent had facilitated signs for directions. 20 percent voters said that they got the facility of volunteers in polling booth.

KABBP SURVEY • Recall Seeing any Election Related Campaign During the KABBP survey, 65 percent voters said that they have never seen any election related campaign in their area and villages. 20 percent voters said that they have seen this like of campaign in nearby market and roads while, 15 percent voters said that they don’t know about this type of any campaign.

KABBP SURVEY • Reason For Not Voting During the survey, we found that 10 percent voters were not casted their vote due to remaining in out of their constituency on the date of election. 12 percent voters had not cast their vote due to no faith in political parties and 2.5 percent voters had not caste their vote due to no choice of candidate.

KABBP SURVEY • Sources of election related information: About more than 40 percent voters had said that the newspapers/magazines were the better sources of election related information, whereas the TV programme and social media is the also great sources of election related information. Very less voters had said that they have received any election related SMS in their mobile set. Cultural activity, ie- street plays, puppet show and folk dances were the basic sources of election related information in the markets and chowk areas of the villages.

  9. Recommendations • Organizing camps at each Polling stations, Panchayat building, Schools and Colleges. • Campus Ambassadors to play an active role among youth and urban areas. DEO to brief the Campus ambassadors immediately on their appointment about their roles and responsibilities. EROs office to support Campus Ambassadors for facilitating registration. A quarterly meeting of the Campus Ambassadors is to be done. The campus ambassador with support of DEO’s shall identify students, teachers and staff not registered in the electoral roll; facilitating their registration. • Taking active support of campus ambassadors and educational institutions and schools in popularizing this Campaign - Central/State Government Department/ Govt./Semi Govt. Organisation - Public Broadcaster-AIR and DD - Telephone Subscribers (BSNL and Private) under CSR - Banks (Private or Public) under CSR • Forms-6, 7, 8, 8A made available at prominent places including Banks and Post Offices besides Colleges and Universities.

Recommendations • Special registration camps in weekly markets, festivals and through mobile vans. • EROs and AEROs are to ensure that EPIC are issued to all enrolled electors. • Registration and Polling camps at educational Institutions. • Steps to facilitate registration of voters through voter’s registrations centres and through common service centres. • Meeting and briefing of Political Parties at State, District and AC levels - Actively associating BAGs, BLAs and BLVs in this campaign - Briefing Media regularly and actively associating Media partners in this campaign - Work closely with credible Civil Society Organisations.

Process underlining development of the Plan • ECI circular dated 29th May,2018 • ECI has developed templates for SVEEP strategy for lokSabha Elections 2019 • SVEEP III activities is already undergoing as per action plan developed by state, under the leadership of CEO-Jharkhand, Mr. L Khiangte, IAS. • The DEOs were asked to do situational analysis in their district & make a plan in accordance with the ECI Templates • State level workshops were conducted where the district plans were presented and discussed • The innovations and activities were discussed and recommendations are incorporated in the current Document. • The recommendations of KABBP baseline are also kept in vision while preparing this document

STATE PLAN FOR LOK SABHA ELECTION 2019 Preparations: • In view of upcoming election we will be taking drives to purify rolls. • Develop District/block level calendar • Awareness generation in local haat bazaar • Situational analysis & PS wise gender ration,EP ratio, votor turnout • Identify low voting areas,polling stations with low EP ratio • Status of 18-19 enrollment & population projection • Focus on areas where 18-19 enrollment is low, EP ratio is negligible • If EP and gender ratio & 18-19 enrollment is low in any constituency we have to identify the problem and Target • Then strategically tackle /intervene with specific message • Focused target plan along with general SVEEP plan • Coordination with various departments and stakeholders is a must in order to get relevant data • Coordinate with CPWD for specifications of the ramp of PwDs • Resolve the reasons behind 0% voting in any booth/polling station

Some regular & innovative activities undergoing in the state: • Stickers/slogans on gas cylinders, passbook • On hospital receipts • Activities such as talent hunt, cultural events for PwDs • Sponsoring prize money for cultural events organized at district/block level & display of banners and dissemination of information from the platform • EVM-VVPAT awareness in Haat bazaar through traditional and folk media • Translation of IEC materials in local language • Live IEC in form of voter awareness videos/explaner videos(with permission fro ECI) • Hashtag campaign on social media • Form collection and processing during Christmas period in order to cover migrant population • NVD celebration in every districts • Canopy, T20 cricket, hockey tournaments • 10+2 and college level workshop in coordination with ELCs • ChunavPathshala by ELC

  15. 1 Areas of focus • A: Electoral roll Management related • Registration of new voters • Improving gender ratio • Removal of multiple entries ;Deletion of deceased /shifted name; correction of entries • 100% coverage of PwD and their mapping with the polling station • Increase in enrollment of service personnel • Increase in enrollment of overseas Indian electors • Identification and mapping of prospective voters i.e those eligible on 01.10 .2019

B :Informed ethical and enhanced participation • To target an increase in voter turnout in the identified low turnout polling stations and an overall increase in turnout by at least five to ten percent over the last LokSabha elections • To remove the gender gap in turnout • To target and increase in turnout among PWD electors by making elections accessible and widely disseminating the facilitation extended • Special focus on marginalised groups like domestic migrants and other groups identified by State / district • Visible enhancement in the quality of electoral participation in terms of informed ethical and inducement free voting • Increase in postal ballot voting by facilitating and educating service voters and employees • Awareness on NOTA

Situational Analysis • Identification of gap in registration among the newly eligible voters of 18 to 19 years, PS wise ; identification of PS with lowest enrollment in 18 to 19 age group • Identification of gap in the enrollment of PwDs PS wise • Identification of excluded group like NRI voter, service voter, migrants, tribals, marginalised and doubly marginalised communities • Identification of ten percent of polling stations in each district with lowest turnout in last LokSabha elections and reason thereof • Identification of overall 10 % lowest turnout polling stations in the state and reasons thereof • Identification of lowest turnout Assembly Constituency and reason thereof • Identification of reasons for drop in turn out( if any )between last assembly elections and last LokSabha elections in the state

Strategy • The state district and Assembly Constituency SVEEP plans include situation analysis output/ activities monitoring and evaluation mechanism as per the template given and reference from activity chart mentioned in the SVEEP III project document • The last KAP baseline/ end line survey findings was considered while formulating plan • Targeted campaign on major gaps like first time voter, women ,urban weaker sections ,PwD Overseas voters, service voters beside domestic migrants etc. is a part of the plan.To overcome the gap in turnout targeted intervention have to be carried out at polling station level. DEOs shall innovate at their level and prepare a specific operational plan after identifying execluded communities/group in PS

Youth including newly eligible: • quiz, debate, Art competition • Cutural event sponsorship • T20, Hockey matches sponsorship • NVD celebration in colleges • Campus ambassadors appointed • Some nodal officers deputed for colleges • ELCs deputed, training done • Door to door campaign by BLO • Form 6 to be mandatory with admission form • CAs visit in hostels for form 6 dissemination Women: • Anganwarisevika &sahiyaka to campaign for women participation • SHGs and cooperatives working with women for reaching out to them. • Use the existing local AIR and DD programmefocussed on women to spread electoral awareness. • Ensure women participation in BAGs

  28. Persons with disabilities Activities: • Collecting a data base of PwDs has to be collated for SEO to identify PwD voters and provide targeted interventions. The BLOs register will have to be modified to carry this data. • Ramps and barrier-free access, Braille stickers should be ensured for the PwDs in election » Awareness Camps, use of traditional media tools to publicize voting facilities for the disabled • Special modules to be developed for PwDs in form of brochures, audio materials etc with the help of specialized agencies and departments along with a trainers kit to be shared with CEOs; Translation of the literacy material and training of Trainers/Facilitators from CSOs, Village Preraks, SHGs etc shall be done at CEOs level. • Use of 3D tactile signage at polling stations, use of Braille and other non-negotiable interventions as per existing standards issued by Ministry of Social Justice, Ramps and their standardization to be ensured at all polling stations and VRCs, PwD friendly toilets and availability of wheel chair also explored. • Some CSOs should be roped in to regularly conduct vocational training for vision and hearing impaired people. Voter education content for PwDs should be made available to these CSOs to be included in their trainings.

  29. Persons with disabilities • A sensitization film/presentation/content has to be prepared and widely used in every training programme of all election officials. A similar file/content should be prepared for the security personnel also. In this content there should be focus on doubly marginalized groups such as women with disabilities or disabled who are below poverty line. • Special Outreach on Poll Day : Initiatives taken by all districts of Jharkhand. Specific campaign for creating awareness among urban migrants, persons with disabilities, tribal communities, homeless persons, transgender, marginalised sections and other identified groups. • Special registration drives for maximum enrolment of these groups. • Collaboration with NGOs, CSOs, Government Departments, PSUs and Corporates for reaching out to and actively engaging these groups • Activities such as talent hunt, cultural events for PwDs • Sponsoring prize money for cultural events organized at district/block level & display of banners and dissemination of information from the platform

  35. Multi media campaigns campaign through mass media folk media and other media vehicles will be conducted. All India Radio, Doordarshan to be main vehicles combined with a good measure of private channels FM radio and print media.
