Identification for ATSI: First time is 2018-19 CDE will use the California School Dashboard to determine school eligibility for ATSI. Title I and non-Title I schools are eligible. • Schools are eligible for ATSI if they are among schools eligible for TSI and if any student group at the school, on its own, meets the criteria for the lowest-performing 5 percent of Title I schools. How often are schools identified for ATSI? • Schools are eligible for ATSI once every three years. Identification of Schools for ATSI:California School Dashboard Indicators Student groups receiving the following color combinations for two consecutive years trigger identification for ATSI: • All red indicators • All red but one indicator of any other color • Five or more indicators where the majority are red • All red and orange indicators The color combination of a student group(s) that leads to school eligibility for ATSI does not have be the same for both years. https://www.cde.ca.gov/sp/sw/t1/tsi.asp
District Responsibility • Upon notification by the State, the districtis required to: • Provide notification to such school with respect to which student group or student groups in such school are consistently underperforming • Approve and monitor implementation of each school plan • Take additional action following unsuccessful implementation of such school plan after a number of years determined by the LEA https://www.cde.ca.gov/sp/sw/t1/tsi.asp
School Responsibility: SPSA • The schoolis required to partner with stakeholders to develop and implement a school-level plan to improve student outcomes. • The ATSI school plan must: • be based on indicators in the statewide accountability system and informed by all indicators, including student performance against long-term goals; and • include evidence-based interventions. • identify resource inequities, which may include a review of LEA- and school-level budgeting, to be addressed through implementation of their school plan. https://www.cde.ca.gov/sp/sw/t1/tsi.asp
SPSA Prompts for ATSI Schools The following prompts are a requirement of ATSI identification: • Purpose and Description with Alignment to the LCAP • Stakeholder Involvement • As a condition of funding, schools must partner with stakeholders, including teachers and parents (SSC/ELAC/Leadership Team) to locally develop and implement a plan. • Resource Inequities
