Project Summary • Bi-national comprehensive approach to coordinate the planning, inventory, and delivery of projects at Land Ports of Entry (LPOE). • Related transportation infrastructure serving the LPOEs in the New Mexico – Chihuahua border region. • Long range plan to address existing &anticipated future demand for cross-border travel &trade generated by: • Current and future stakeholders • Growing population • Increased bi-national economic activity • Document each region’s needs & priorities, identify and prioritize LPOE and LPOE-supportive transportation projects.
Project Summary • Foster communication and coordination among border stakeholders. • Gather land use, environment, population, and socio-economic data. Evaluate growth and future capacity needs & forecast future conditions in the border region. • Evaluate the existing bi-national transportation and POE system, its current and future demand, and the infrastructure necessary to handle expected growth. • Outcome of the BMP process must be accepted and embraced by stakeholders throughout the border region.

NMDOT Shall Provide • A representative from NMDOT to serve as a Project Manager (PM) and liaison for the project. • The PM will also serve as liaison for FHWA Joint Working Committee (JWC), Secretaría de RelacionesExteriores (SRE), U.S. Dept. of State, Secretaríade Comunicaciones y Transportes (SCT). • The PM will provide insight for project regarding (but not limited to) stakeholder participation, project guidance, overview for meetings, project progression, etc.
NMDOT Shall Provide • NMDOT staff for coordination with NMDOT’s 2040 Statewide Long Range Multimodal Transportation Plan. • Available traffic impact reports, crash data, available traffic growth projection. • The PM will serve as liaison to Las Cruces MPO, El Paso MPO, South Central RTPO, and Southwest RTPO.
