Health transition components • Development of: • Clinical Commissioning Group (led by NHS) • Health & Wellbeing Board • Transition of Public Health from NHS to Local Authority • Evolution of Council Scrutiny to reflect new system • Local HealthWatch
Clinical Commissioning Group • Now working in shadow form as a committee of NHS Sheffield • GPs appointed by localities and elected as city-wide representatives on the CCG and its sub-structures • Seeking authorisation by April 2013 (or earlier) • CCG Prospectus published, setting out current commissioning strategy
Health & Wellbeing Board (1) • Now meeting in shadow form (from January 2012) • Major tasks: • Develop joint Health & Wellbeing Strategy to support commissioning from 2013 onwards, based on intelligence from the Joint Strategic Needs Assessment • Further develop joint commissioning by NHS/ Council • Oversee the transition programme
Health & Wellbeing Board (2) • Membership of HWB reflects national guidance and focus on commissioning role: • CCG • Council • HealthWatch (currently Sheffield LINk) • HealthWatch to provide key focus for wider engagement with community stakeholders in future • Provider forum to be developed to provide key focus for engagement with service providers (from all sectors)
Joint Health & Wellbeing Strategy • Initial JHWS to be produced by shadow HWB in Autumn 2012 • Based on outcomes • Co-production process with engagement programme for stakeholders in summer 2012, including: • Service users, carers, and the general public • Community groups and existing partnerships • Service providers
Joint commissioning • A key task for the HWB • Options for managing future joint commissioning currently being developed • Current planning focused on potential for CCG and Council to co-commission for priority groups • Expected to be a major part of the JHWS in autumn 2012, but: • Requires more clarity on NHS commissioning responsibilities (not yet finalised at national level)
Commissioning for outcomes • JHWS to be outcome focused • Will form framework for commissioning by CCG/ Council working separately and together • Outcome focus expected to become the norm for future service commissioning • Requires a fresh approach across the system – commissioners and providers will need to develop and evolve • Commissioners will need to recognise the need for market/provider development to achieve sustainable and measurable outcome focus
Public Health transition • Sheffield on target to achieve the transfer by April 2013 • Programme of staff engagement and communication • ‘Hub and spoke’ model agreed for Public Health in the Council
Scrutiny development • Health Scrutiny agendas evolving to reflect the new health and wellbeing system • Work at national level to understand implications (e.g. need for other Scrutiny committees to engage with health and wellbeing issues) • National guidance in development – Sheffield involved in this process
HealthWatch • Timescales have changed: • Local HW to be established by April 2013 • SCC will go out to tender in June 2012 for local HW core, with a view to appoint by end of 2012 • Contract with LINk will continue until April 2013 • Programme of stakeholder engagement/ co-production continuing • Opportunity for third sector to tender for HW Core
HealthWatch remit Health for all ages Social care adults Voice and influence Quality monitoring Provide/signpost information (new) NHS complaints advocacy (new)
Sheffield HealthWatch vision Sheffield HealthWatch will be a strong local consumer voice thatmakes a difference to Health and Social Care provision on behalf of the people of Sheffield. Sheffield HealthWatch will be a network of networks that builds on the work of LINk. It will expand and utilise the existing expertise of third sector organisations and groups of people in Sheffield. It will provide a mechanism for diverse voices across Sheffield to be heard and ensure that where there are people who are seldom heard, HealthWatch will provide innovative ways to gather and include their views.
