Background Information • Under Secretary for Science andChief Operating Officer remain committed to implementing OneSC • COO delegated responsibility for planning and completing reengineering to Integrated Support Center Managers • The purpose is to ensure that SC has “one way of doing business”

  3. SCMS is… A Web-based tool that provides SC employees desktop access to SC policies, practices, and procedures – Focuses on requirements, approach and performance

  4. Establish one way of doing business throughout SC by developing reengineered procedures that are uniform and maximized to be both effective and efficient Common method allows for better utilization of SC resources empowering SC employees to use a single approach to address an issue Reengineering Goals

Management System Descriptions • SC responsibilities are divided into Management Systems (Currently there are 18) • Management System Descriptions (MSDs) are prepared to identify scope, roles/responsibilities, pertinent requirements, and key supporting functions • The MSDs and their supporting procedures will collectively describe how SC operates • Translate full set of requirements into processes/procedures to accomplish work • Organizationally neutral – reflect functional alignment

Real Property Management System Description Scope • Develop a consistent approach for all Real Property transactions throughout the Office of Science • Identify the Real Property requirements in policies, orders, regulations, laws and acts • Provide direct links to existing systems, reference documentation, and other tools • Develop procedures • Contain links to any information required to execute procedure (one stop shopping) • Identify Federal regulations governing the execution of real property transactions • Contain step-by-step instructions to implement requirements • Ensure Government-owned real property is managed appropriately
