  3. SWAs USDOL/IRS • On-going problem for most states • Causes inconvenience/added expense to the employers we serve • May jeopardize the hiring of an individual with a barrier • ALL THE PUZZLE PIECES MUST FIT TOGETHER TO AVOID A BACKLOG EMPLOYERS CONSULTANTS

  4. REASONS FOR A BACKLOG • Poorly screened requests • Flaws with funding formula • Staff shortages • Lack of or out-dated technology • New Target Groups • Increased number of requests • Delays in issuing guidance • Delays with updating DOL website • Slow response to policy questions

  5. PREVENTING ABACKLOG • More funding from DOL • Hire more staff • Upgrade/Develop Electronic Systems • Develop MOUs with verification sources on a national level • Identify/address pattern of problems w/ requests • Place more accountability on consultants • Maintain close rapport with employers/ consultants

  6. PROCESSING A BACKLOG • Review forms as they come in • Address problem patterns immediately • First in/first out • ????Suggestions????

  7. IN CONCLUSION . . . • The BACKLOG problem won’t go away anytime soon • Everyone’s commitment is needed • With everyone’s commitment all the puzzle pieces can fit together • Considering the huge task states are faced with and the resources we have to work with:
