Introduction The paper introduces pedestrian area in existance around The World and sugests some key principles, methodologies to design and develop Pedestrian Streets in Hanoi Centre and other cities of Vietnam, thus having them adaptable to such Vietnamese conditions as people's low living standard, sunny hot climate, numerous motobikes and underdeveloped public transport.
The role of pedestrian space in city Pedestrian ways are an essential element of urban openspace. They are a comfort system as well as a support element for retailing and for the vitality of urban spaces. Pedestrian system reduces dependency on automobiles in downtown area Pedestrian space increases trips downtown, enhances the inviroment by promoting a human- scale system creates more retailing activities and improves air quality.
The Development of Pedestrian area in the world In many countries, particularly in Europe and North America, pedestrian ways have been popular since 1950s, and they spread and conected each to other making a complete pedestrian system in every big cities

Curren state of pedestrian space in Vietnam • Allmost Vietnamese cities and towns havent got any pedestrian area with its full meaning. The first pedestrian space of Vietnam was created in the last 20th century in Ho Chi Minh city. It was a small alley connecting two main streets: Le Loi and Nguyen Hue Main street Main street

Recent state of pedestrian space in Hanoi • Hanoi, even being the capital of Vietnam, but hasn't got any complex pedestrian centre. • Only in some new urban units located nearby city's boundary, small openspaces for pedestrians are available.
In the year of 2000, a short alley (less than 200m) which is wellknown with Vietnamese speciality restaurants was proposed to reform to Pedestrian Wayin the old quarter. • Though there were some changes such as removed pavment and textured with new cube bricks, furnituring a big wellcome gate, lights and signs...etc, but so worry, it isn’t a real pedestrian space allthough motobicle’s driving is not allowed there.

Pilot Project: Designing pedestrian way in Hang Buom street investigated by Project Management Board of Hoan Kiem District and valued 2433 million Vnd. (162,000 USD). This project received many arguments against from the citizens and hasn't been realized since 2000. • Hanoi is going to commemorate the city's 1000th anniversary in 2010. Many restoration projects are implementing to prepare for this celebration.

The main reasons of lacking pedestrian space in Hanoi can be determined as follows: -Underdeveloped mass public transportation. -Numerous motobikes. (Favourite personal transpor. mean) -Sunny hot climate over 6 months annualy. (Pedestrian movement is reduced when the tempereture getting higher). -People behaviour. (Pedestrian space hasn’t been considered by urban planning experts as well as community).
The needs of pedestrian space in Hanoi • Walking is an essential movement for preventing the sick of working hard or seeting with computer allday long. • Walking is the easiest and quikest, or more pleasant means of moving over short distances in busy city centre. • Pedestrian space eliminates the accidents, noise level and fumes from vehicles. • Pedestrian space improve the relation between citizen and streets • Pedestrian streets Increase the retail sale. • Pedestrian way is particularly necessary in fine historic streets, where the quality of enviroment and degree of safety experienced has made them areas to conserve.
Opportunities of pedestrian space in Hanoi: • Hanoi has variety historical monuments and sites resulting from longstanding history. • These monuments and sites are relatively concentrated in the business centre.
Key principles to design and develop Pedestrian Streets in Hanoi Centre General Principles • Considering thepedestrian system in urban planning and urban design. • Encouraging and improving the comunity participation in desgning pedestrian street • Developing and upgrading the Public Transportation System • Choosing the short streets with high historical and cultural value or with long tradition on business for renovating to Pedestrian Streets. • Improving Pedestrian Streets’ micro-climate (by planting shade-trees, covering,....) • In the high density area, the entrances of motor vehicle into pedestrian streets are limited only from 7 am to 10 pm.
