  3. What is twinning? (1) “Peer-to-peer” cooperation between public administrations of EU Member States and their counterparts in Azerbaijan To help Azebaijan in the approximation of the “Community acquis” and its implementation

  4. What is twinning? (2) Twinning was “invented” by the European Commission in 1998 to help the accession countries of Central and Eastern Europe to catch up with the “Community acquis” From 1998 to now, more than 1600 twinning projects have been implemented in the 10 new member states + Romania and Bulgaria Twinning is now extended to the countries which have agreed with the EU to implement the “European Neighbourhood Policy” (Mediterranean countries, Ukraine, Moldova, and countries of the Caucasus)

  5. Main characteristics of twinning projects (1) The EU partner is selected through a competitive procedure by the Beneficiary administration and the Commission The project is defined through a detailed work plan and a set of “mandatory results” that partners commit to achieve jointly

Main characteristics of twinning projects (2) Presence of a full-time Resident Twinning Advisor during 12 to 36 months in the Azeri beneficiary administration With the support of a Project Leader and Short-term experts from EU partner administration Supported activities include: Missions of EU experts (policy advice) Seminars & conferences Training (of trainers) Study visits (in a limited number) Support for pilot projects (“coaching”) Internships (in the EU)

From project idea to twinning implementation Definition of the project idea Drafting a twinning “fiche” establishing project objectives, results, activities and requested expertise (3-4 months) Call for Member States proposals (2 months) Selection of Member State partner (1 month) Drafting of a twinning contract (6+ months) Implementation of the project (12-36 months)

  8. The Twinning manual Twinning operates on the basis of a set of rules (the “Twinning Manual”), which apply to all participating countries. Maintaining the same rules in all countries facilitates the work of Member States’ organisations involved in twinning project management
