  2. Previous Efforts • National Study of Assisted Living for the Frail Elderly (2000) • State Residential Care and Assisted Living Policy Regulatory Review • Industry survey – Overview of Assisted Living

  3. Primary Purposes • Estimate the size of the U.S. industry • Number of facilities and residents • Determine the characteristics of facilities • Geographic distribution, physical environment, staff, services offered, admission and discharge policies • Determine the characteristics of residents • Demographics, health status, physical functioning, cognitive impairment, service use, involvement in activities, charges

  4. Health and Functional Status, Available Services • Understanding the health and functional status of residents • Understanding the services provided to residents. • Understanding staffing patterns

  5. Medicaid in Residential Care • Understanding of the magnitude Medicaid beneficiaries, and Medicaid participation by facilities • Ability to compare Medicaid beneficiaries to other residents • Ability to compare the characteristics of facilities serving Medicaid beneficiaries to facilities that do not.

  6. Characteristics of Residential Care • Administration effort to ensure community integration and person-centered care • Rule-making around Medicaid home and community based services (HCBS) • Description of residential care places- facilities serving Medicaid beneficiaries, and non-Medicaid facilities.

  7. Focus on Dual Eligibles • HHS effort to address care and quality to duals. • For residents over 65 receiving Medicaid, most likely are “Duals”

  8. Alzheimer's Disease and other Dementias • Administration efforts to address Alzheimer’s and other dementias • National Alzheimer’s Project Act (NAPA) Federal Advisory Committee Act (FACA) • Description of residents (42% of residents) • Description of facilities (exclusively memory care, dementia unit, or other dementia-specific characteristics)
