Challenges created by rapid urbanization in Kathmandu Rapid decrease in agricultural land World Bank stated that both the fertile and barren lands in Kathmandu are indiscriminately being used for housing purposes.
Result.... Extremely high price of vegetables + Pesticides + Chemical fertilizers + stale (over stored)
Solutions Societal House, Government Managed Housing Settlement Adoption of policies of Green Wall, Rooftop Farming/Rooftop Gardening (RTF/G).
Legal Ground of RTF/G Though RUAF Foundation, UN Habitat, KMC, ENPHO, ISET and NEFEJ jointly initiated the campaign though there is no legal ground. Need to formulate policies and enact laws on RTF/G in a legal way to maintain greenery in the urban areas and meet demands of green vegetables.
The Authority and authorized officer who grants approval for construction structures shall make compulsory the RTG provision as provided under Societal House Ownership Act, 2055. And the fine of huge amount shall be laid incase Housing Company denies to follow the provision strictly.
Municipality and Metropolitan shall put high charge to manage the household waste produced by such Societal Houses. As the household waste could be utilized by making compost manure in RTF/G, all types of hospital, hotels and multistoried building shall necessarily follow the RTF/G provision.
RTG also best for the management of Solid Waste produced at Urban and Pre-urban areas. So it will be helpful in managing and minimizing Solid Waste as per Solid Waste Management Act, 2068 (2011), RTG shall be promoted enacting specific law in this regard.
Challenges In Implementation Strong cooperation and coordination shall be maintained between the concern authorities. Specific and particular Act, Regulation, Policy, Directive shall come to address RTG. Government shall encourage RTG and promote through relative ministries. Climate Change, Environment Protection, Air pollution reduction types of legal instruments shall include the RTG.
Recommendation
RTG is supportive in easing Waste Management in lower cost and also no need for extra space to dump it. There shall be compulsory requirement of RTF/G and Waste management in Code of House to be drafted by Committee under Section 3 of Building Act, 2055.
Concerning bodies and authorities shall strictly inspect and monitor about the provision of RTG at the time of granting approval or after completion of the construction. For noncompliant of the RTG shall be liable for heavy monetary fine.
Specific Standard on RTF/G shall be formulated immediately and implemented for effective result. Government shall introduce the House Tax, Renewal Tax exemption for those who will follow without any disruption of Rooftop/wall garden in the urban and pre-urban area.
Policy shall be made to expand and promote the RTG through providing training, interaction programs. The necessary Technical support as well as resources shall be made easily available through state authorities/local bodies for RTG compliance.
Shall announce the best RTG follower and reward such house/family/community who will produce enough vegetable or maintains greenery. Also, each year an exhibition of sorts may be held between the adopters of RTG in national level.
Market shall be provided for those who produce excess food stuff/vegetables. The Policy, Rules, Regulations and Act shall be formulated considering the provisions as provided under Environment Protection Act 2053 (1997) and the Environment Protection Regulation 1997, Town Development Act, 2045, Kathmandu Valley Development Authority Act, 2045, Building Act, 2055 UPAF/RTG shall be arranged, managed and regulated.
As RTG will provide job opportunity to Housewife and other member of family, the policy shall be formulated in a broader and constructive way.
