The USA discards 30 million computers each year and 100 million phones are disposed of in Europe each year.
Executive Order 13423 Strengthening Federal Environmental, Energy, and Transportation Management Section 2. Goals for Agencies. (h) (iv) – Uses environmentally sound practices with respect to disposition of agency electronic equipment that has reached the end of its useful life.
First Priority - Protect Information • Some agencies physically destroy hard drives to secure them • Others have hard drives wiped clean • Always remove all external storage media • Clear/delete numbers and address book information
How to dispose of the property? • Agencies have several options depending on: • Type of Property • Condition of Property • Volume of Property • Value of Property • And, any hazardous characteristics of the property
OPTION 1: Internal Reuse Can the equipment be used by someone else in your office or within your Agency?
OPTION 2: Stevenson-Wydler Technology Innovation Act 15 USC 3710(i) Research equipment … the head of any Federal agency or department, may loan, lease, or give research equipment that is excess to the needs of the laboratory, agency, or department to an educational institution or nonprofit organization for the conduct of technical and scientific education and research activities. Title of ownership shall transfer with a gift under this section.
OPTION 3: Computers for Learning • Executive Order 12999 • Exec Order streamlines the transfer of excess and surplus Federal Computer equipment to the Nation’s classrooms for the purpose of making modern computer technology an integral part of every classroom.
OPTION 4: Normal Disposal Process • Screen/Offer Property to other Federal Agencies • Screen/Offer Property to State Agencies for Surplus Property – Donation Program • Property May be Sold . . . .

OPTION 5: Or. . . Abandonment/Destruction • Owning Agency can make determination to abandon/destroy • Determination can be made at • any time during disposal • Must follow rules in • FMR 102-36.305 – 330 • How To Decide???
Abandonment and Destruction • The property has no commercial value, or • The continued cost of care and handling would exceed estimated proceeds from sale and handling • BUT, remember Executive Order 13423….. Section 2. Goals for Agencies. (h) (iv) – Uses environmentally sound practices with respect to disposition of agency electronic equipment that has reached the end of its useful life.
Restriction on Abandonment/Destruction You must not abandon or destroy property in a manner which is detrimental or dangerous to public health or safety. FMR 102-36.315
