Public Service Reform – what next? A more integrated Whitehall More cross-departmental objectives in government business plans Incentivising departments to work in partnership Double-lock funding Outcome focused spending A percentage of national public spending to be allocated locally on the basis of outcomes rather than through departments Place based settlements Multi-annual funding arrangements for local public services based on CSR periods Local spending reviews A local Treasury managing public spending in a place against outcomes agreed locally and nationally A new model of accountability A new model of accountability for locally elected leaders overseeing a budget for each place agreed through Parliament
