Meeting Objectives • Identify Co-chairs. • Provide Technical Update. • Discuss Boundaries. • Discuss Beneficial Uses and Protection. • Discuss Legal Issues with SWRCB Attorney. • Identify the Priority Issues that should be addressed before the next meeting. • Identify Areas where Committee Members can assist in development.

  3. Role of Committee Members • Assist in the Development of Policy Alternatives. • Provide constructive criticism on Policy Issues and Alternatives through out the process. • Provide updates to their organizations on the direction and status of SQO development

  4. Role of Chairs/Co-Chairs • Single Point of Contact for transmitting working documents to SWRCB Staff • Assist in developing agendas • Review meeting summaries • Provide input on effectiveness of stakeholder process • Convey technical concerns for submission to the Scientific Steering Committee.

  6. Primary Concerns • Boundaries • Beneficial Uses • Relationship to other Regulatory Programs (TMDLs NPS, NPDES, Dredged Materials). • Application of Objectives and or Weight of Evidence Approach. • Types of Objectives; Develop working definition of numeric and narrative objectives.

  7. Policy Development • PSD introduced as a working document at the last meeting. • Did not attempt to address the most significant issues in Detail. Beneficial Use Protection and Program Boundaries • From a programmatic perspective these Issues must be addressed prior to others.

  8. Defining Boundaries • Legal Requirements • Practical Limitations • Data Limitations

  9. Beneficial Use • Will only apply to this program. • Aquatic Life and Human Health. • Establish Benthic Communities as indicator of Aquatic Life. • Baseline for Establishing Protection. • Define Reference Condition for Region or Waterbody. • What about Human Health?

  10. Where to go Next • Once these two issues are understood in broad terms, we can begin defining them in greater detail and; • Start addressing other issues ; such as “weight of evidence” approach and developing working definitions for numeric and narrative objectives. • Begin looking at existing policies. Cutting and pasting is easy!
