CATS Business Rules • Mandatory inputs to CATS include: 1. DoD Excess/Appropriated Funded assets 2. Assets valued $2000 and above includes Corporate funded/Donations 3. Assets identified as pilferable, life support, and functional check items
Business Rules (cont’) • NHQ Shipments: 1. Transfer/receipt processed in CATS 2. Eliminates need for CAPF 37E 3. CATS logs in shipper/receiver • Region/Wing Transfers: 1. Transfer/receipt processed in CATS 2. CAPF 37E required for transporter only 3. CATS logs in shipper/receiver 4. Squadron level receipt only
Business Rules (cont’) • Local Acquisition: Mandatory inputs criteria applies All other non-communication assets as commander determines necessary • Disposals: Asset Retired in CATS at region/wing level DRMO Turn-in FG document # recorded
DRMS Withdrawals • The General Services Administration and DRMS re-invented the screening process for Reutilization, Transfer, and Donation “XCESSXPRESS” • 21-day screening period for CAP • *21-day screening in GSA* • 2-day screening for CAP if asset survives GSA. • Asset auctioned by DRMS/Contractor
Disposal Actions • Returns to DRMO Physical Return Receipt In Place Waiver • Appropriated Funded Asset Disposal
Returns to DRMO Physical Return: • LO receives turn in document # from CAP-USAF LR/LG and Reviews documentation • Unit returns asset to nearest DRMO Forward copy to LO, file original in unit disposal file • Process retired action in CATS
Returns to DRMO cont’ Receipt In Place Procedures: • Justification Required • DRMS takes virtual custody of asset • Owning unit must provide storage and physical security of assets • Owning unit must accommodate access for inspection by sales customers/disposal contractors
Returns to DRMO cont’ Waiver of Return: • Used as a last resort when first two procedures is not cost effective for CAP and DOD • For assets with no discernible value (scrap) • Justification required • DRMS Representative may inspect to verify
Appropriated Funded Equipment Disposal • DOD Grants and Agreement Regulations (DODGARS) • Request disposition instructions from USAF • Up to 120 days for reply • Data Required: make, model, serial number, purchase order
