4. Flanders • Flanders = Northern region of Belgium • Since 1830 Belgium has been an independent constitutional monarchy. Belgium celebrates this year its 175th birthday! • Since 1993 Belgium has turned into a federation of three communities, three regions and four language areas. • The Dutch-speaking North is home to 6 million inhabitants. • Flanders is an internationally oriented centre of high technology. It drives its power from the web of innumerable small and medium-sized enterprises. This is also important for the context of HE.

Higher Education in Flanders • Education is not a matter for the federal government. • It is belongs to the competences of the Flemish Government: www.ond.vlaanderen.be • Statistics 2003-2004 • Institutes of Higher Education • Bachelor (1 cycle): 73,958 students • Bachelor+Master level (2 cycles): 25,703 students • Universities: Bachelor & Master level 56,839 students

Flanders and the Bologna Declaration • In 1999 a large number of European Countries agreed in Bologna to converge their HE systems on a voluntary basis. • Six action lines: • adoption of a system of easily readable and comparable degrees • adoption of a system based essentially on two cycles • establishment of a system of credits • promotion of mobility • promotion of European co-operation in quality assurance • promotion of the European dimension in HE • After signing the Bologna declaration the Flemish Minister of Education started a process to reform the Flemish Higher Education system.

Flanders and the Bologna Declaration (2) • The Flemish parliament adopted a new Higher Education Act (2003-04-04). • One of the results of this transformation process is the officially registered co-operation between a university and one or more hogescholen, known as an “association”. • Its purpose is to evolve into co-operating entities on education and research, and the development of fine arts. • Other actions are • to harmonise the fields of study as well as • to create bridges between Bachelor’s and Master’s studies • The associations gradually implement the BaMa structures from the academic year 2004-2005 onwards

Accreditation • The 2003 HE Act also introduced the concept of accreditation. • For Flanders and the Netherlands the independent quality assurance agency is the NVAO ( 2003-09-03): • Nederlands-Vlaamse Accreditatie organisatie • This agency verifies whether the programmes meet the pre-determined minimal quality requirements. This quality mark guarantees that the graduate has acquired generic and specific competences (TUNING!) associated with internationally recognized Bachelor’s or Master’s degrees. • The NVAO is a member of a wider international consortium of accreditation organisations (NO, IRL, CH, AT, DE, ES)= ECA or European Consortium for Accreditation in Higher Education.

Flexible Learning pathways • Additional legislation (26 March 2004) on the flexible organisation of education makes it possible for the institutions of HE to build their programmes along flexible learning paths, thus breaking open the fixed structure of the academic year. • Subjects will be independent building blocks for which students may enrol according to their own choice and time. • Admission to the programmes and subjects will also be more flexible thanks to future assessment procedures. • All this will be reflected in a study contract between student and institution. • The student will get a degree after having accumulated all the credits allocated to the subjects necessary to acquire all the competences linked to the qualification.

KATHO, Katholieke Hogeschool Zuid-West-Vlaanderen • A dynamic team of lecturers creates, along with the students and the field of action, a fascinating and stimulating education environment for practical training, in function of lifelong learning. • This learning process includes developing values, ethical reflection and interpretation. • KATHO intends to put the Christian story into a contemporary perspective in the light of a global and multicultural society. • We pay special attention to the less privileged, the people who are experiencing difficult moments. KATHO prepares for middle management • Each year more than 6500 students entrust KATHO with their futures. • KATHO offers a wide range of disciplines • 6 basic study-areas (Social Sciences and Special Education, Health Care, Bio-Technology, Industrial Sciences and Technology, Commercial Sciences and Business Management, Teacher Training) • 18 practice-oriented basic trainings, with 44 specialisations leading to a Bachelor Degree ( 3 years of study) • 2 Master programmes with K.U. 23. As IRO of KATHO…. KATHO has a network of 300 foreign partners and is a member of 6 thematic networks (one for each area of study); at the same time KATHO is also a coordinator or co-partner of 40 projects. Each year we have a total of 150 students going abroad and 150 foreign students joining our programmes on our campuses. Annually, about 120 KATHO lecturers go abroad and during the International Weeks (organised at departmental level) we host 120 foreign colleagues. We are co-partner in the Summer School of La Catho (Lille). Our incoming students enjoy a special programme depending on the department they have selected and more than 130 students take part in our weekly, modular courses on "Global Issues of the 21st Century".

KATHO Worldwide • KATHO is very much involved in • the Dialogue North-South, East-West • and supports several projects in Africa, Asia and Latin-America. • Students have the opportunity to do practical training in those projects. • The training period is considered as part of the regular study-programme and is supervised by local staff and our own staff. • A new course “World Citizenship” is being developed and will be the gateway to the world for our students going intercontinentally.
