Supporting Federal Bureau of Statistics with household surveys Strengthening capacity at FBS for Pakistan Integrated Household Survey Instrument designed to track outcomes in sectoral programmes (SAP) and later PRSP Used for monitoring poverty levels and trends in main human development indicators

  5. Types of support given to Pakistan FBS Questionnaire design, pilot testing, fieldworker training Data entry and cleaning, analysis and report writing Dissemination

  6. PIHS main findings • Social Action Programme not enhancing • outcomes in the social sectors • Improvements in living standards in the • 1980s not carried over to the 1990s • Findings controversial and contested PPA and PRSP

  7. 2. Supporting poverty analysis through PPA OPM supported DFID funded PPA PPA is “an instrument for including poor people’s views in the analysis of poverty and the formulation of strategies to reduce it through public policy” Largest PPA undertaken – fieldwork in 54 sites

  8. Objectives of PPA: • Better Understanding of poverty • New constituencies for anti-poverty action • Enhanced accountability for poor people • More effective policies and action PPA - OBJECTIVES

  9. PPA & PRSP • One of the consultative instruments used by • government to inform the PRSP • Feeds in the views of the poor to the • policy making process • Can go back to the PPA communities • over the lifetime of the PRSP PPA and PRSP

  10. Support given to PPA: • Design of fieldwork guide, fieldworkers training • and pilot testing • Quality control in the field • Editing of reports • Support for presentation of findings and • dissemination PPA and PRSP

  11. PPA main findings: • The poor want greater access to land and water • and protection of the natural resource base • The poor are extremely vulnerable and safety • nets are weak • Basic services, especially health care, are a • priority for the poor • The poor need jobs, and not just in urban areas • Women are much worse off • The poor lack access to political power and justice PPA key findings
