  3. Writing our Proposal • Surveyed other state institutions to find how much captioning they had done and what methods they used • Collected data • Analyzed different approaches • Found the best fit for our existing resouces

  4. Presented our Case at our University • Representatives from Provost Office • Vice President of Student Affairs • General Counsel • See PowerPoint presentation

  6. Creating Collaboration • Shared responsibility • Worked with Online Learning to include captions at the design stage • Worked with departments to create awareness of the need to caption course content

  7. Proactive Approach • Priority registration for select students • Essential for lead time to arrange captioning • Pulled reports from departmental database to indicate which students from the Deaf and Hard of Hearing population had current courses and accommodations

  8. Proactive Approach • Making contact with professors ahead of time • It was important for the SAS office to reach out because professors were often unaware of captioning requirement

  9. Proactive Approach • Meeting with professors • In some cases a face to face meeting was necessary to educate professors about captioning needs. This often included a captioning demonstration

  10. Captioning Worksheets • Captioning course log • Tracking courses that may need captioning

  11. Captionist workflow Tracking status of captioning production Captioning Worksheet

12. Methods of Receiving Video Content Video files are often large in size and not suited to be sent by email. Common sharing options may include: • Google Drive • Dropbox • Box.net • Institutional shared drives • Portable storage devices

  13. Implemented Methods of Creating Closed Captioning • Captioning hardware appliance 95% • Third-party vendors 5%

  14. Popular Third-Party Vendors Investigated • Captioning services: • 3Play Media: http://www.3playmedia.com • Automatic Sync Technologies: http://www.automaticsync.com/captionsync • Rev.com: https://www.rev.com • Cielo24: https://cielo24.com

  15. Things we Liked About Third Party Vendors • Simple to implement • Minimal in-house labor necessary • Offered plug-ins and useful tools • Fast and accurate

  16. Thins we Disliked About Third Party Vendors • Were expensive for our budget • We needed to project fund allocation • Urgent jobs were more costly • Eliminated opportunities for student volunteering and utilization of student worker hours

  17. The Docsoft AV Appliance • Hardware appliance maintained on site • Offered us automated speech recognition to create an editable transcriopt • Provided ability to create caption formats easily

  18. Captioning Appliance Advantages • Offered us a lower cost per minute • We could use our existing student worker/volunteer employment base • We could offer faculty an option to easily and cheaply create captions • Teaching Assistants in departments could upload/edit transcripts as a low budget caption solution • Provided a fast solution for urgent caption jobs • Eliminated extra budget needs by utilizing existing labor

  19. Captioning Appliances Disadvantages • If there was no transcript provided by the media creator, staff needed to edit and correct automatically generated transcripts • 3rd-party captioning services may be needed in addition at times of peak demand (We did not experience this so far) • Heavy accents and background music can be problematic (This was addressed by independently generated transcripts) • The appliance had a maximum working capacity (We did not exceed this though)

  20. Factors That we Considered Important • Having the right expectations for the device • Requirements for good results: • Good quality audio • Creation of speaker profiles to save time and improve efficiency • Faculty, staff, student workers and volunteers available to edit transcripts

  21. Our Final Funding Sources • We funded our appliance through a Student Technology Fee Proposal • We included: • Device cost • Consider maintenance agreement/warranties • Training costs

  22. Our Implementation Process • Collaborated with IT to house and maintain the appliance • Identified departmental liaisons in different areas • Organizing training sessions • Followed p with attendees to give support

  23. The Captioning Appliance Workflow • Uploading media files

  24. The Captioning Appliance Workflow • Downloading transcript

  25. The Captioning Appliance Workflow • Editing the transcript

  26. The Captioning Appliance Workflow • Creating speaker profiles to increase accuracy

  27. The Captioning Appliance Workflow • Optimizing speaker profiles to increase accuracy

  28. Low Budget Tools we Tried • YouTube • Can be used to edit , create timecodes and formatted caption files (e.g. srt)

  29. Low Budget Tools we Tried • Student workers and volunteers • Great resource for creating transcripts • Student workers that have been trained and certified with C-Print software were utilized when not transcribing in class

  30. Alternate Low Budget Caption Experimentation • Voice Recognition software • This can be used to quickly create an accurate transcript when source audio is poor, or a speaker has a strong accent that presents problems for auto speech recognition

  31. Low Cost Speech Recognition for Transcript Production • Google Voice Typing in Google Docs • Speechnotes.co for Chrome browser

  32. Low Budget, No budget Tools • Transcription pedals • These are affordable and can be used to assist in the transcript creation process

  33. Methods for Embedding Open Captions Yourself • Sometimes it was necessary to add open captions to media. Methods used included: • DocsoftMuxer Tool • Handbrake Open Source Video Transcoder
