FECA GPRA Performance In 2008 thus far … • Lost Production Days • USPS – 130.6 days (per 100 employees) vs 142 days • All Other Gov’t. – 40.9 days (per 100 employees) vs 48.5 days • PRM Savings -- $12.8 vs $14 million • Medical cost containment – +8.1% vs +8.0% • Communications goals – expect to meet 5 of 6 • Increase access to the Claimant Query System • Increase CA-1/2’s filed via EDI • 1.1 minute average caller wait times • Average .95 days to return calls • 79% of calls resolved on same day • 97% of calls met call handling quality standards

GAO REPORT ON PAYMENTS • Report highlights $13.3 million in erroneous payments (over- and under-payments) in FY 2006 • Data not confirmed; methodology different from OMB’s erroneous payment “scorecard” • Even so = 0.7% error rate; and ’06 was heavily impacted by iFECS implementation • Substantial improvements already made in OP timeliness; major initiatives being pursued to enhance payment accuracy

  10. Death Gratuity Provision • FECA amended by 2008 Defense Auth bill • “Up to” $100,000 for civilian employees killed in “contingent operation” • Beneficiaries defined differently than FECA • Agencies must offer “designation” of special beneficiaries – see letter to CHCOs

Death Gratuity, Cont’d • DOL working on Interim Final regulations to implement provision • Expect to publish before the end of this calendar year – agencies should see draft for comment sooner • Make sure your agencies have distributed instructions on “beneficiary designation” and make available to employees BEFORE deployment

  12. Interagency Meeting on War Zone Issues • DOL and DOD met last week to discuss Iraq/Afghanistan FECA cases – but not just for DOD • House Armed Services Committee report • Need better coordination on roles, attention to special needs of employees in to war zones • Will organize meeting soon – June target?
