Background of CM Project • Started in Sierra Leone in late 2002 (as a working group first) • Response to inadequate quality of protection and assistance particularly in IDP camps • Many camps were poorly managed by organisations with little funding and low expertise • Documented cases of humanitarian aid workers sexually abusing and coercing people in the camps
Background of CM Project • In 2003, an Inter-agency Toolkit Editorial Group was established • Producing the second edition of the Camp Management Toolkit in 2004 • Since then, the CM Toolkit has been ordered/downloaded by over hundred organisations and used in more than a dozen of conflict or natural disaster situations

The Camp Management Toolkit • Introduction to CM using a holistic approach • Provides basic information on most aspects of camp operations and cross-cutting issues • Complements existing sector guidelines and standards • Defines roles and responsibilities of camp management agency • Provides essential readings and references as well as tools, such as forms and matrices
The Aim of the CM Toolkit To enhance standards in camp management through mapping the roles and responsibilities of camp management agencies, reviewing lessons learned, and identifying good practice
