LCG DER Humanitarian Coordination Task Team Progress Update May 24th 2012
Achievements to date: • Definition of membership: Ensuring Inclusiveness • Approval of HCTT ToR • Decision on prioritization of preparedness efforts at 20 most disaster-prone districts • Ongoing guidance to LCG DER endorsed clusters on preparedness • Flexible and light coordination structure; i.e. monthly meetings with readiness to ad-hoc discussions as required.
HCTT members Chair: DMRD, MoFDM Co-chair: UN Resident Coordinator’s Office Clusters’ leads: FAO, UNDP, UNICEF, WFP & IFRC Development Partners: DFID & ECHO NGOs: BDPC INGOs: 3 representatives (currently OXFAM, Care & Solidarites)
Clusters functioning: • Established to focus on preparedness whilst providing support to the GoB and LCG WGs on response efforts during times of both slow and sudden onset emergencies, • Working closely with the HCTT on all humanitarian coordination related activities/issues while aligned with equivalent LCG WG, • Ensure full inclusion of key humanitarian partners, respecting respective mandates and programme priorities.
Guidance required from LCG DER on: • Whether flexibility and inclusiveness built on HCTT would provide the grounds for management of emergency response too ? • Ensuring emergency preparedness is embedded within local coordination mechanisms • Integrating needs assessment exercise as a function of HCTT • Consider support from DMIC on information management and baseline data for preparedness.
