What is Gainful Employment? • Under the Higher Education Act (HEA), to be eligible to participate in the Title IV student assistance programs (federal financial aid), an educational program that does not lead to a degree awarded by a public or non-profit postsecondary institution must lead to gainful employment in a recognized occupation. • At UHD, only programs so far that fit this requirement are stand alone graduate certificates • Disclosures are required to be accessible to prospective applicants, other disclosures will be added after the program has completers
Data that can be provided to College • CIP code for program • Name of program • Credential level: Graduate Certificate • Tuition and fees the institution charges a student for completing the program within the normal time • Typical costs for books and supplies • The URL for other program cost information available on the institution’s website pursuant to Sec. 668.43(a). • Note: IR and Financial Aid will compile and provide in one package to college
Data Colleges need to collect • Occupations for which the program prepares students to enter • Use US Department of Labor’s Standard Occupational Classification (SOC) codes (online) • Normal time to complete the program, as published in the institutional catalog or other publications • Text for Context box (2,000 character limit) [Optional] • Please enter any additional information that should be included on the disclosure template to provide information/context to students related to this program and the information provided on this disclosure input template
Tasks Colleges need to do • Gather the needed data • Enter all data into the template provided by federal government (instructions available) • Template provides no way to save the data – must have all collected to enter in one sitting. • Place link on the homepage for the certificate program and other relevant pages • Any other webpage containing general, academic, or admissions information about the program must have a prominent and direct link to the single webpage that contains all the required information. • Due date: Oct 7 (suggested date to align to promotional materials production) • Place link in promotional materials • All promotional materials….must prominently include the disclosure template or, where constraints prevent that, the URL or a direct link to the disclosure template • URL or link is prominent, clear, and direct and the institution identifies it as “Important information about the educational debt, earnings, and completion rates of students who attended this program” • Going forward, data in template must be updated annually.
Other Affected Areas • Admissions Direct distribution to prospective students Before a prospective student signs an enrollment agreement, completes registration, or makes a financial commitment to the school, it must provide him or someone on his behalf a copy of the disclosure template as a separate document. The disclosure template may be provided by hand delivery, as part of a group presentation, or via the email address the school uses to communicate with the prospective student about the program.

Requirements after have completers • Please note that additional reporting will be required once there are completers of the certificates. • IR and Financial Aid will provide what we can (number of completers, on-time completion rate, debt load) • The academic areas will need to be able to track students’ employment as that also has to be reported back to Department of Education
