  1. State of Texas Regional ITS Architectures and Deployment Plans Program ITS Applications at the International Borders Thomas M. Fowler, P.E. Kimley-Horn and Associates, Inc. April 18, 2007

  2. Problem Statement How do we manage the traffic created by increased trade and economic growth in the border regions?

  3. Presentation Overview • Overview of the State of Texas ITS Architecture program along the US/Mexican Border • ITS Applications • Recommended ITS deployments in Regions along the US/Mexican Border

  4. Presentation Overview • Overview of the State of Texas ITS Architecture program along the US/Mexican Border • ITS Applications • Recommended ITS deployments in Regions along the US/Mexican Border

  5. State of Texas Regional ITS Architectures and Deployment Plans • Led by the Texas Department of Transportation with strong participation by local governments • ITS plans developed for 20 regions around the state • Long range plans for the deployment of ITS • Relied very heavily on stakeholder input • Meets USDOT requirements for ITS architectures….allowed regions to qualify for federal ITS funding

  6. ITS Architecture Requirements • Federal Highway Administration Rule and Federal Transit Authority Policy from 2001: • Regions deploying ITS must have a regional ITS architecture in place by April 2005 • ITS project receiving federal funding must conform to regional ITS architecture

  18. Presentation Overview • Overview of the State of Texas ITS Architecture program along the US/Mexican Border • ITS Applications • Recommended ITS deployments in Regions along the US/Mexican Border

  19. 2002 Existing ITS Deployments • TxDOT freeway management systems existing in Laredo and El Paso • TxDOT traffic management centers in Laredo and El Paso with limited hours of service • Coordinated signal systems in place but often in need of upgrades

  20. Recommended Deployments Traffic Management • Stakeholder Needs • Coordinated signal systems • Real time signal system control • Extended TMC hours of operations • Bridge management systems • Solutions • Upgrade signal systems • Improve communications to signal controllers • Implement shared control of TMCs • Use dynamic message signs to provide advance notice of bridge queues

  21. Recommended Deployments Incident Management • Stakeholder Needs • Detect and verify incidents • Coordinate with Emergency Mgmt • Provide advanced notice to travelers • Solutions • Deploy CCTV cameras, detectors, and weather stations • Automate information sharing with Emergency Mgmt through CAD integration • Provide information to travelers through dynamic message signs, HAR, web sites, and other methods

  22. Recommended Deployments Traveler Information • Stakeholder Needs • Provide traveler information • Accessible pre-trip and during trip • Solutions • Pre-trip: Internet and 511 • During trip: Dynamic message signs, HAR, kiosks, and 511 • Coordination with media is a key to the solution

  23. Recommended Deployments Work Zones Management • Stakeholder Needs • Provide information on closures pre-trip or well in advance • Manage traffic in work zones • Solutions • Use traveler information system to provide pre-trip information • Use portable dynamic message signs, cameras, and detectors in work zones

  24. Recommended Deployments Electronic Border Crossings • Stakeholder Needs • Provide efficient international border crossings for commercial vehicles • Solutions • Deployment of electronic border crossings and container seals at crossings

  25. 2007 Existing ITS Deployments • In addition to Laredo and El Paso, Pharr District now has CCTV cameras and dynamic message signs deployed • TransGuide Operations Center in San Antonio providing back up services to Laredo TMC • Bridge management system being implemented in Laredo for advanced notice • Signal system upgrades and signal system optimization projects along border
