The Healthcare Identifiers Service • IHI • Individual Healthcare Identifier • a 16 digit number linked, for those who have one, to an individual’s Medicare Card number • HPI-I • Healthcare Provider Identifier - Individual • for healthcare professionals and other health personnel involved in patient care • HPI-O • Healthcare Provider Identifier - Organisation • the organisation where care is provided • CSP • Contracted Service Provider • providers of admin and IT services to provider organisations

HI Service Benefits • Efficiency • Accuracy • Effective, streamlined & integrated care • the right information, in the right place, for the right person, at the right time • In the future the HI Service will enable: • Access to online health summaries (PCEHR) • Sending referrals • Sending & receiving test results • Writing electronic prescriptions and sending to pharmacist; & • Other services designed to make healthcare more efficient

Healthcare Organisation • A healthcare organisation can apply to the HI service for a Healthcare Provider Identifier – Organisation (HPI-O) number. • A healthcare organisation is an entity, or a part of an entity that provides healthcare (including healthcare provided free of charge). • There are two types of Healthcare Organisations: • Seed Organisations • Network Organisations

  8. Seed Organisation • A Seed organisation is any entity which provides or controls the delivery of healthcare services within Australia.

  9. Network Organisation • A Network Organisation is a Healthcare Provider Organisation that is linked to the seed in an organisation hierarchy • It is not a requirement to have an Organisation Maintenance Officer (OMO) for a Network Organisation • A Network Organisation may provide services as part of the Seed Organisation

Roles & Responsibilities Responsible Officer • The Responsible Officer (RO) is the authorised representative of a Seed Organisation (e.g. CEO, Board Member, Sole Trader) Organisation Maintenance Officer • An Organisation Maintenance Officer (OMO) is responsible for maintaining information about any organisation they are linked to (e.g. Administrative Officer, Practice Manager)

Responsible Officer (RO) • The RO must be linked to the organisation and is entrusted to maintain details of the organisation on the HI service. • Create and deactivate a Seed Organisation within the HI Service • Nominate an Organisation Maintenance Officer (OMO) • Request the HI Service Operator to process a Change of Ownership for a Seed Organisation • Add or remove links between an RO or an OMO at the Seed level • Update their own demographic details • The Responsible Officer (RO will not require a 100 point check already known by Medicare – has existing PKI)

Organisation Maintenance Officer (OMO) • Add or remove links for OMOs or linked healthcare providers for the organisation(s) they represent or are below them in the organisation hierarchy • May request RO to amend their details or details about the organisation • Update the HealthCare Provider Directory • Administrative access to the organisation records in the HI service for the organisation(s) they represent or are below them in the organisation hierarchy

PKI Expiration Individual • If the PKI key was issued after December 2008 it is valid for 5 years • The 2 types of keys (the iKey dongle and the smart card) were switched to the new 5 year system at different times (due to technology constraints). The iKeys actually switched over to the 5 year expiry term in July 2007. Then the smart card finally caught up in December 2008 • If the key was issued before those dates (depending on the type of key), it is only valid for 2 years • If practices have individual PKI certificates sitting in desk drawers which were issued a while ago, they should ring Medicare to check whether they need to renew them or not. Location • All location certificates have a 5 year expiry as of December 2008

The Healthcare Provider Directory • With consent, the HI Service Healthcare Provider Directory (HPD) lists details of registered healthcare professionals and organisations who deliver healthcare services. • to assist healthcare professionals and organisations searching for other healthcare professionals and organisations registered with the HI Service. • At this stage practices will still benefit from registering and/or maintaining their details on their state’s preferred service directory

Human Services Directory (HSD) • The HSD has been chosen as the model for the national services directory and is a stepping stone to participation in eReferral activity • Please encourage your primary care provider colleagues (private allied health, private specialists & GPs) to register on the HSD • To register or update details email DCA  hsd.admin@data.com.au or phone the HSD help desk on 9320 9070 • This information is relevant to Victoria. Each state may have their own process and contact information for registering on their preferred service/provider directory. What to do • Confirm PKI status – renew if necessary • Determine the organisation type (Seed or Network) • Decide Seed organisation type • Decide who is going to be RO • Determine if RO or another person will be the OMO. If another person, decide who. • Follow checklist to prepare documentation • Use HPOS and PKI to register for HPI-O and to build your organisation by linking HPI-Is • Register and/or maintain your existing information on the Human Services Directory or the preferred directory in your state • Continue to focus on data quality

  28. Nominated Provider • A healthcare provider or healthcare organisation may be nominated by the individual to manage their Shared Health Summary

  29. Types of Clinical Documents Supported • Shared Health Summaries (see Section 4.2.2). • Event Summaries (see Section 4.2.3). • Discharge Summaries (see Section 4.2.4). • Consumer entered information (see Section 4.2.11).

Index View • The date of the record. • The type of record (e.g. Event Summary, Discharge Summary). • The clinical setting where it was recorded (e.g. General Practice, Hospital, Community Pharmacy, etc). • The author name and role (e.g. Dr John Smith, Endocrinologist). • A link to the original document. • Option to find amended clinical documents
