Revision N° 5 ICAO State Safety Programme (SSP) Implementation Course 25/02/10 Module N° 1 Introduction to SSP implementation course
Objectives • Introduce the SSP implementation course instructor and participants • Introduce the basic safety management principles upon which the SSP builds • Present the course concept, goals and structure
Introduction to SSP implementation course Part I – Introduction of the ICAO instructor and participants

Introduction of participants • The 5 W’s • Who are you ? • What is your preferred name in class? • Where do you work? • What is your job title, and • What are your main responsibilities? • Whyare you attending this workshop? • Please define your expectations
Introduction to SSP implementation course Part II – SSP objectives, course concept, goals and structure
SSP objectives • A platform for the State to apply the two basic safety management principles throughout its civil aviation organizations • safety risk management (SRM) • safety assurance (SA) • A framework that allows the State safety oversight authority and service providers to interact more effectively in the resolution of safety concerns
Safety management (SM) Safety management (SM) State • Safety Promotion (SP) • Safety policy • and objectives • Safety Promotion (SP) • Safety Promotion (SP) • Safety • assurance (SA) • Safety risk • management (SRM) • Safety Promotion (SP)
A crucial differentiation • Management systems and execution programmes • Management systems support senior-level [data-based] strategic decision making • TheSSP is a management system that supports the safety decision making process by the State
A crucial differentiation • Management systems and execution programmes • Execution programmes are subcomponents of management systems thatimplement strategic decision making • Once safety decisions are made, they are executed through State safetyprogrammes as part of the SSP • Operator certification • Personnel licensing and training • Accident and incident investigation • State hazard reporting • Airworthiness directives • Etc.
Course concept Safety Managementprinciples ICAO SARPS Realistic implementation Prescription Performance
Course goals • Develop knowledge regarding • ICAO SARPs related to the SSP • the ICAO SSP framework • related guidance material • Develop knowledge regarding • the role of SA in an SSP environment • the relationship between the ALoS related to an SSP and the safety performance of service providers SMS • Provide practical guidance on the implementation of two key elements of an SSP • the development of the ALoS related to an SSP • the SSP implementation plan

Introduction to SSP implementation course Part IV – Evaluation procedures
Evaluation procedures • Overall course evaluation • Evaluation of participants’ performance
1. Overall course evaluation • A form for course evaluation will be provided the last day of the course • You will be asked to complete this form to provide ICAO feedback on • All course’s activities • The instructor • Ways and means to improve the training
2. Evaluation of participants’ performance • Daily progress evaluation • A final evaluation test of one hour duration will be administered on the last day of the course • The evaluation test includes twenty (20) questions of multiple choice answers and true / false options • Minimum pass mark: 70%
2. Evaluation of participants’ performance • Objectives of the final evaluation • Verify that participants have understood the fundamentals of the implementation of an SSP • Verify that participants have understood the relationship between an ALoS related to an SSP and the safety performance of service providers’ SMS in order to continuously improve the level of safety within the State
