MIN Development Multimodal Investment Network Multimodal Investment Networks (MIN) are projects that the Commonwealth of Virginia will potentially implement that involve at least two of the five transportation modes-aviation, port, public transit, road, and rail. The MIN Application outlines the need and purpose of the multimodal network, an analysis of different implementation plans, the rationale for the selected alternative, and the systems integration and detailed implementation plan for the network. The MIN development process is as follows. Step 1. MIN concepts are identified. Step 2. MIN sponsors are designated. Step 3. Sponsors coordinate among agencies, MPO/PDCs, and others. Step 4. Sponsors submit Report (10-page), Summary (1-page), and Criteria Notes (5-page) to VTrans2025. Step 5. VTrans2025 scores MINs. Step 6. VTrans2025 makes sensitivity analysis to scores. Step 7. VTrans2025 reports results to Secretary of Transportation and CTB. Step 8. Secretary of Transportation and CTB prioritize MINs for implementation. Step 9. Agencies incorporate MINs within modal planning and programming. Step 10. Sponsors monitor the progress of MINs and report to Secretary of Transportation and CTB. There are three forms necessary for the MIN Application to be reviewed: the 10-page Report, 1-page Summary, and Criteria Notes. All necessary templates and samples are found below. Sponsors must coordinate among involved agencies, MPO/PDCs, and any other organizations to complete the MIN Application forms. After submittal of the MIN Application, the Sponsor will be notified if the MIN is chosen for implementation. During implementation, it is the Sponsor’s responsibility to monitor the progress of the MIN and report to the Secretary of Transportation and CTB. View samples of the MIN Application forms.
