The Purpose of Corridor 10 Plus Geographical Area of Activity • close cooperation between railway organisations along Corridor X • founded in 2001 • to push railway subjects on Pan-European Corridor X • to generate and carry out market-oriented projects • to attract more traffic to Corridor X Attracting more Traffic to Corridor X

Regulation (EU) No 913/2010 concerning a European rail network for competitive freight • is the basis for the implementation of 9 Rail-Freight-Corridors (RFC) almost all over Europe, which has to be performed by all railway infrastructure managers and (capacity) allocation bodies involved in a respective RFC • aims at a more professional and consistent corridor approach towards customers (railway undertakings, terminal owners and operators, ports, forwarders, logistic providers etc.) that makes borders disappear institutionalizes the right of customers to participate in the Advisory Groups of each RFC Attracting more Traffic to Corridor X

Regulation (EU) No 913/2010 concerning a European rail network for competitive freight • ensures harmonised investment plans for the purpose of removing bottlenecks and avoiding bottlenecks in the futurealong each corridor in accordance with a corridor-wide elaborated transport market study focussing on future market developments and addressing customer needs • provides one single ONE-STOP-SHOP for each corridor as single contact point for customers interested in using the corridor for the purpose of corridor-wide capacity allocation Attracting more Traffic to Corridor X

Regulation (EU) No 913/2010 concerning a European rail network for competitive freight • aims at a harmonised approach with regard to capacity allocation for freight trains for the annual time-table as well as for short- term transports (ad-hoc, during the year) the management of network operation performance management for freight trains the trans-national coordination of maintenance-works Attracting more Traffic to Corridor X

Regulation (EU) No 913/2010 concerning a European rail network for competitive freight • requires the publication of trans-national corridor-information-documents for the whole corridor as marketing- and sales-tool • takes into account the needs of passenger transport • in order to attract more freight traffic to such RFCs Attracting more Traffic to Corridor X

Tasks and Challenges for Corridor X Tasks • Joint application of the Transport Ministries of the Corridor X Countries at the European Commission. – The EC would be pleased with such an application. • Contractual solution with countries outside of the European Union. – This issue can be solved. • Memorandum of Understanding to be signed by the involved railway infrastructure managers and (capacity) allocation bodies – already drafted! •  The railways are in a waiting position! – They need support from those who make policy! Next Steps CreationofOrganizationalStructuresfor a new RFC • Creation of an Executive Board of the involved Transport Ministries. • Creation of a Management Board of the involved railway infrastructure managers and allocation bodies (within the scope of the Association <Corridor X PLUS>, which will act as legal entity of this future RFC. • Structuring of tasks in different working groups for the purpose of meeting the demands of implementing an RFC (e.g. for issues like harmonized investments, interoperability, traffic management, construction and maintenance planning, marketing, OSS etc.). • Kick-off immediately after the approval by the European Commission!   12. VI. Conclusions Today‘s Key Take-Away! • There is no more time to lose! • The railways are already standing at the starting line! • The starting pistol has to be fired by the states and by the European Commission! Attracting more Traffic to Corridor X
