  3. Regulatory Sub-group History : The regulatory group is a Sub-group of the Arab Regional Working Party for Private Sector Issues (ARWP). It was established during the 1st coordination meeting of the ARWP which has been held at Cairo on May 2004. Regulatory Sub-group Members : Mr. Tarek Abualam, Vice Chairman; (TE DATA) Egypt Mr. Yousef Al Akeel, Deputy Vice Chairman; (STC) KSA Mrs. Hamida Benlemlih, member; (ANRT) Morocco Mr. Riad Bahsoun, member; (TIT) Lebanon Regulatory Sub-group Background

  5. Strengthening the role of the private sector in the regulatory process. Assisting the regulatory authorities in the Arab region to create and implement appropriate telecommunication policies as well as developing the regulation framework to increase the efficiency of the ICT Sector. Regulatory Sub-group Objectives

The Regulatory group works according to the following methodology: Start by having an accurate visibility of the existing situation related to the topic in which the subgroup is involved in (Where we are) Identify deliverables related to this topic. (Where we want to be ) This will take into account the following prioritization: (How We Want To do it ) A- Priority in Timing for any issue which might inquire budget. B- Priority in Impact of deliverables. C- Priority in achievability (Realistic approach). Regulatory Sub-group Working Plan

Develop a Telecommunication Act setting up the liberalization policy Establishing an Independent Regulator Issuance of Licenses for Service Providers & Network Operators Gradual lift off monopolies over the different services Development of Interconnection Guidelines by the Regulator Development of RIO by the Incumbent Facilitate frequencies for access technologies (e.g. BWA) Encourage Local Loop Unbundling Encourage Mobile Number Portability Encourage "fair" National Roaming, specially for 3G networks The Road to Liberalization

  11. Coordination with ITU on developing a roadmap for the transformation of the region's PTT from monopoly to open markets. Ensure full participation of ARWP in the Arab ICT Regulators’ Network ; in this regard ARWP sent a request to be a permanent member of the network on October 2004. Effective Participation in all events organized by ITU : Participation in the previous Meeting for Telecommunication Development –May 2004 . Participation in the upcoming 5th Global Symposium for Regulators (GSR) – December 2004. Insure public consultation “transparent” before making decision in telecom sector.
