1. HIV risk and vulnerability Health issue: Prisoners face a high risk of HIV due to overcrowding and lack of services Legal strategy: Reform sentencing laws to reduce overcrowding in the first place
2. Availability of health services Health issue: Low availability of pain medication causes needless suffering among people with terminal illness Legal strategy: Identify and address legal and regulatory barriers to availability of pain medication
3. Abuses within health settings Health issue: Roma suffer discrimination, abuse, coercion, and poor quality of care in health settings Legal strategy: Create legal mechanism for lodging complaints against medical personnel
4. Quality of life issues Health issue: Despite access to health services, sex workers face constant threat of displacement, eviction, and deportation Legal strategy: Establish legal aid service for sex workers to make claims immigration authorities and landlords
5. Misallocation of health funds Health issue: Corruption in Global Fund spending prevents scale-up of HIV/AIDS services Legal strategy: Enforce freedom of information laws to monitor and deter corruption in the first place
