Reason for Intervention • IFC views housing finance as a priority sector • Large demand for housing finance in Central Asia and Azerbaijan • Support investee banks • Wide disparity in preparedness and skill level between countries • Kazakhstan • Maturing but giving cause for concern • Needs to upgrade systems and procedures • Azerbaijan • New but growing quickly • Needs to develop mortgage lending skills • Uzbekistan/Tajikistan/ Kyrgyzstan • Nascent mortgage systems • Need to create enabling environment

Current Intervention • Sectoral Support • Legislative guidance • Covered bond legislation • Primary and secondary market development • Training • Appraisal • Product development (ARMs) • Investment • Debt • Two recent loans for mortgage lending to Azerbaijani banks • Exploring possibilities with investment client banks in Central Asia and Azerbaijan • Equity • Institutional support • Advisory services • Direct advisory role with partner banks to develop mortgage lending systems.

Objectives of Advisory Services • Develop international standard mortgage department. • Differentiate mortgage lending procedures from consumer lending. • Help mitigate risks inherent in developing new products. • Improve profitability of product through efficiency and improved delinquency management. • Prepare portfolios for securitisation. • Improve capacity and quality in origination, underwriting and servicing.
