  4. １．「森は海の恋人」 - これまでの歴史“Mori wa Umi no Koibito” - Our history 「森は海の恋人」〜漁民による森づくり〜 “Mori wa Umi no Koibito (The forest is longing for the sea, the sea is longing for the forest)” - forest building by fishermen 1970年代、1980年代に気仙沼湾の環境が悪化。 豊かな海を取り戻すため、1989年より、牡蠣漁師が集まり、気仙沼湾に 流れ込む大川上流に計3万本の落葉広葉樹を植樹。また、川の流域に 暮らす子どもたちを海に招き、 森〜川〜海の繋がりを学ぶ体験学習を実施。 これまで計1万人が参加。 これまでの活動を発展させるため、2009年にNPOを設立。 In 1970s & 1980s, environmental of Kesennuma Bay deteriorated. To bring back the rich sea environment, local oyster fishermen have started planting deciduous broad-leaved trees since 1989. About 30,000 trees have been planted on upstream of Okawa River, which flows into the Bay. Children living along the river were also gathered to the sea. More than 10,000 of them have participated in the program. They were provided hands-on education, about the linkage among forest, river and sea. In 2009, NPO was established to further develop our activities. 4

  7. 1．「森は海の恋人」 – NPOの活動“Mori wa Umi no Koibito” - Activities of NPO 3) 自然環境保全 Conservation of Natural Environment 各種の自然環境調査に基づく動植物の保全のほか、自然エネルギーの利活用や農的暮らしの実践等によって総合的に自然環境を保全することを目指します。 Our goal: An integration of natural environment conservation, including a combination of: - protection of animals & plants based on scientific research findings; - utilization of natural energy; - and practice of agricultural lifestyle. 7

  14. ３．震災直後からの復興に向けた取り組み①Towards reconstruction - after 3.11 震災10日後〜 Since 10 days after the earthquake • 　外部からの支援団体の受け入れ調整 Coordination to accommodate external aid agencies • 　市役所と支援団体との調整 Mediation between the City Council and aid agencies • 　地域住民の合意形成（国の事業のため） • Facilitation of consensus building among the local residents • (for national projects) • 　養殖業の復興 • Restoration of aquacultural activities 14

  16. ３．震災直後からの復興に向けた取り組み③Towards reconstruction - after 3.11 NPO活動の再開 / Resumption of NPO activities • 震災後の活動として、舞根地区の環境保全型まちづくりを行うことを決定　　 In Moune Village, a decision has been made to commit an environmentally-friendly reconstruction. • 舞根のポータルサイトの立ち上げ（日本語のみ） Launch of portal website (only in Japanese) http://moune.jp 16

  17. ４．被災地の現状−震災から11ヶ月経って①Current situation - 11 months on 課題 Challenges 被災者 Affected people： • 働く意欲の低下 low motivation at work • 孤独死の増加 Increase of solitary death 支援者 Assistance providers/volunteers： • 長期間の無償奉仕による生活の崩壊 Collapse of living due to long-term voluntary service • 支援方法のミスマッチ Mismatch of assistancemethods 17
