Working Principles 1. Include three levels of standards: Student learning standards (content); Teacher knowledge standards; and System infrastructure standards 2. Develop a single set of standards for each content area 3. Infuse basic and academic literacy throughout all the content areas 4. Infuse cultural aspects of literacy throughout all the content areas as appropriate 5. Infuse real life application skills throughout all the content areas 6. Develop measurable standards 7. Review PreK-12 standards within the context of a seamless P-16 continuum 8. Integrated technology throughout all the content areas

ContentSample Performance Indicators for Grades K-2 Reading Kindergarten Students will recognize that individual letters have sounds Students will recognize that the sequence of letters in written words represent the sequence of sounds in words First Grade Students will blend speech sounds using knowledge of letter-sound correspondences to decode unfamiliar decodable one-syllable words Students will use comprehension strategies ( e.g. predict, confirm, re-read, self-correct etc.) to clarify meaning and monitor own reading Second Grade Students will learn new words indirectly from reading a variety of literary and informational texts and other print sources Students will use knowledge of story structure and story elements to discuss and evaluate

Schedule for Completion December 2008 ELA Prekindergarten Workgroup meets to develop performance indicators ESL continues review of performance indicators and scaffolding January 2009 Small group meetings of ELA/ESL Panel to finalize performance indicators Partnership for 21st Century Skills final report submitted for review February 2009: ELA/ESL panel and workgroup meet to review completed work Feedback from Field – Questionnaire and/or sampling of forum participants March 2009 Standards and performance indicators presented to Steering Committee for review April 2009 ESL workgroup reviews the draft standards and PIs in order to integrate ELA/ESL Standards framework Create survey instruments in order to receive feedback from the field Summer 2009 . Curriculum Guidance team of consultants/writers work on curriculum guides
Schedule for Completion October 2009 – Board of Regents approves new standards and Performance Indicators 2009-2011 – Statewide rollout of ELA Learning Standards and grade by grade performance indicators and curriculum guidance Spring 2011 – 1st administration of new ELA/ESL State Assessments
