Office of Planning, Design & Construction • The Office of Planning, Design, and Construction is the strategic • long-term planning and development office for state facilities. • Manages planning, design and construction for all state • building projects. • Manages architectural and engineering firms and general contractors who perform work on master planning, major renovation and new construction. • Scope of projects include new construction, renovation, preventative maintenance, emergency repairs, energy conservation and other efficiency improvements. • Projects include: Courthouses, correctional facilities, • state hospitals, recreational facilities, higher education • facilities and other specialized public buildings. 5. Designer Selection Board (DSB) Roles & Responsibilities • Designer Selection Board selects Designers, Programmers and Construction Managers for most public agencies. The DSB is an 11 member, independent, volunteer board, the majority of whom are Architects and Engineers. DCAMM has a non-voting position. • 3 Architects, 3 Engineers and 2 Public Members are appointed by the Governor. • 1 Architect appointed by the Boston Society • of Architects (BSA). • 1 Engineer appointed by the American Council • of Engineering Companies (ACEC). • 1 General Contractor appointed by The Associated General Contractors (AGC). • Each member is appointed for a 2 year term. The DSB meets bi-weekly to award projects to applicant design teams. Most larger and more complicated design projects are awarded through an interview process. Designer Selection Board – Selection Process All applications first reviewed by Executive Director (Gordon Sainsbury) Applications are divided into three groups: All applications sent to DSB members one week in advance of Board meetings. MBE/WBE Participation on Public Building Projects • (Under G.L. c.7, §40N, E.O. 524, 526, & 527 and ANF Bulletins 14, 17 & 18) • MBE/WBE participation goals set by DCAMM & the Supplier Diversity Office (SDO - formerly SOMWBA). • Goals apply to DCAMM projects, state agency projects and all “state assisted building projects” includes projects by municipalities and political subdivisions when costs paid in whole or in part by the Commonwealth. • DCAMM and other state agencies monitor, track and report • participation on their projects and SDO tracks and • monitors municipal state assisted building projects. 11

Integrated Facilities Management (IFM) • July 24, 2012 Governor Patrick signed Executive Order 543. • IFM is the use of “share service” models. • Entails a merger of Bureau of State Office Buildings (BSB) and DCAMM. • Direct management 4.5 million square feet of state building throughout the Commonwealth. 19. Why Integrated Facilities Management? • Better management makes buildings last longer. • A more strategic approach to space planning (build, lease, buy). • Efficiencies of scale through shared services lets us do “more with less.” • Better building conditions and fewer service disruptions.
