EPLS: A Quick Guide. CHECKING EPLS PROCEDURES. The EPLS database ( http://www.epls.gov ) is a Federal government system maintained by GSA to be checked by IRD staff when screening employees, contractors, interns, firms and/or subcontractors and vessels at HQ or overseas.

CHECKING EPLS PROCEDURES • The EPLS database (http://www.epls.gov) is a Federal government system maintained by GSA to be checked by IRD staff when screening employees, contractors, interns, firms and/or subcontractors and vessels at HQ or overseas. • The EPLS search module checks multiple databases including Department of Treasury’s OFAC list and Department of Commerce databases for export controls among other government agency lists. • EPLS allows users to search individual names, firm names, entities or vessels. If a social security number or tax identification number (TIN) is readily available, this information should also be included when searching a name, firm or entity. • It is essential that the results of the search be printed and retained with the procurement file to demonstrate that the search was conducted. • Please note: If you are working on a UN funded project, you will need to check the list maintained by the United Nations Security (UNSC) sanctions committee established under UNSC Resolution 1267 (1999) http://www.un.org/Docs/sc/committees/1267/1267ListEng.htm • IRD recommends that local offices also check exclusionary in-country lists (assuming that such lists are maintained by the host country).
