Member State (1) • The DQR Specification is primarily addressed to the Member States providing a means to establish the set of data quality requirements which may become mandatory within its area of responsibility • Formally adoption of the DQR HL • “Member States should exercise effective management and control over all aeronautical data and aeronautical information origination activities to ensure that data is provided with sufficient quality to meet its intended use” • Extend the obligation to comply with the DQR HL to the entire national data community through the national legal framework
Member State (2) • Consolidate the views of the national data community • Oversee the safety assessments • Coordinate with EUROCONTROL the amendment requests • Maintain their responsibility for notifying ICAO of State differences to the Annexes
National Data Community (1) • ANSP • If Member State adopts the DQR Specification, ANSP is automatically binded by the DQR HL • Ensure that interacting parties (regulated or not – Article 6[5]) are aware and apply the data quality requirements of the DQR HL • National legal framework • Formal arrangements
National Data Community (2) • Data Originators and Data Users(ANSP may also be a data originator and/or data user) • Comply with the DQR HL data quality requirements • Communicate to the Member State the requirements for new or updated data quality requirements, based on the assessment of new/upgraded operational concepts • Conduct the safety assessment to establish new or updated data quality requirements
EUROCONTROL • Maintain the DQR HL • Facilitate discussion amongst Member States concerning additions or modifications to the DQR HL • Consolidate Member States views and propose amendments to ICAO Annexes • Monitor the ICAO Annexes
